Resumo:This study aims to propose a theoretical reflection on tourism, freedom and development, as it is understood that the concept of freedom is central in the context of tourism development. Realizing the impacts caused by the practice of tourism that, based on neoliberal ideals, has been neglecting aspects beyond the economic. It is intended to contribute to the school of critical thinking in tourism through a theoretical reflection that highlights the emancipatory potential of a more humane tourism. We hope to achieve with this study, reflections and influences on the way it is seen, practiced and, mainly, thinking about a harmonization of all aspects that permeate Tourism. For this, a theoretical bibliographical review approach will be used. Characterized the current scenario of sanitary and social restrictions as a result of the Covid-19 pandemic, it is evident that tourism as it has been practiced has been bringing more negative than positive effects in the exploited locations. The study also points to a need to broaden our view of this phenomenon, based on its potential as leisure, highlighting the relationship between tourism and active leisure.
