With the publication of Ordinance No. 3,992 / 2017, the federal funds destined to the financing of public health actions and services (ASPS) started to be organized and transferred in the fund modality, transferred in two blocks, costing and investment, in order to give greater freedom for managers to use resources at the local level. Thus, this study aimed to analyze the impact of normative changes in the transfer of SUS resources on the application of own resources and the actions and services of primary care. Secondary data obtained by the SUS Informatics Department (DATASUS) and the Ministry of Health Information System on Public Budgets in Health (SIOPS) were used. Na analysis was performed comparing the application of own resources, before and after Ordinance No. 3,992 / 2017, based on SIOPS data. The changes brought about by the ordinance have not altered more or less the application of own resources in ASPS by the municipalities, which has remained constant, and above the minimum required by LC 141/2012, over the past few years. O Fundo Nacional de Saúde - FNS é o gestor financeiro dos recursos destinados ao Sistema Único de Saúde (SUS) por parte da esfera federal, sendo responsável pelas transferências para os Estados, o Distrito Federal e os Municípios, a fim de que esses entes federativos realizem, de forma descentralizada, ações e serviços de saúde, bem como investimentos na rede de serviços e na cobertura assistencial e hospitalar, no âmbito do SUS. Com a publicação da Portaria Nº 3.992/2017, os recursos federais destinados ao financiamento das ações e serviços públicos de saúde (ASPS) passaram a ser transferidos em dois blocos, custeio e investimento, no intuito de dar maior liberdade aos gestores na utilização dos recursos no nível local. Dessa forma, este trabalho teve como objetivo analisar o impacto das mudanças normativas na transferência de recursos do SUS sobre a aplicação de recursos próprios e as ações e serviços da atenção básica. Foram utilizados dados secundários obtidos pelo Departamento de Informática do SUS (DATASUS) e do Sistema de Informações sobre Orçamentos Públicos em Saúde (SIOPS) do Ministério da Saúde. Foi realizada uma análise comparando a aplicação de recursos próprios, antes e após a Portaria Nº 3.992/2017, a partir de dados do SIOPS.
