Thus, the present work aims to present a report of experience undertaken from extension actions that have been systematically carried out in the social health control of Caicó / Rio Grande do Norte, in the Basic Health Units that have the role of Multiprofessional Residency Program in Primary Care (PRMAB) of the Multicampi School of Medical Sciences (EMCM) of the Federal University of Rio Grande do Norte (UFRN), configuring itself as supportive actions of EMCM to strengthen social control in Caicó / RN , with a view to the creation of Local Health Councils (CLS). Our specific objectives are: (1) To systematize PRMAB's actions in the mobilization and strengthening of social control in health in Caicó / RN; (2) Present the experiences aimed at strengthening social control from the municipal, state and national health conferences; (3) Analyze the actions of recognition of social control in Caicó / RN in the development of continuing education and training. These proposals have been made since March 2019 to date by multiprofessional residents in Primary Care, teaching students in articulation with the Family Health Teams (ESF) and Municipal Health Council (CMS), from the longitudinal insertion of the University. in the context of primary care. Data were collected from these studies through participant observation in social control spaces in Caicó / RN, field diary, conducting a situational diagnosis and participation in Municipal, State and National health conferences in 2019. The results they were organized according to the target audience approach and the nature of collective actions and social mobilization. Regarding the experiences of social control worked in Primary Health Care (PHC), we can identify them: Waiting rooms about the role of the health council; mobilization for pre-conferences and 7th Municipal Health Conference; sensitization of health teams in meetings to act in the Municipal Health Council and the importance of the creation of the CLS, insertion in the health promotion groups of the units to talk about the need for political engagement of the population in health decision-making processes, besides our articulation with the CMS of Natal / RN and the State Health Council (CES) to socialize with the members of the extension project “Strengthening social control in Caicó-RN: popular participation for the guarantee of the right to health” experiences in the implementation of CLS of big capital and to think collectively of strategies for the strengthening of social control in Caicó / RN, considering the local singularities. Thus, we consider relevant the presentation of successful collective experiences developed within the PHC of Caicó / RN based on the relationship between university, professionals, users and CMS as essential tools for permanent awareness of the need to create CLS. The social responsibility activities described here are intended to strengthen social control in health and popular participation in Caicó / RN, being made possible through the support of the Multiprofessional Residency in Primary Care, revealing the potential of the interaction of the University with the Unified Health System. Health (SUS) in the transformation of lives, scenarios and realities.

CNPq O controle social enquanto princípio e diretriz do Sistema Único de Saúde (SUS) foi instituído para fortalecê-lo na efetivação dos seus princípios básicos, a saber a universalidade, equidade e integralidade, com incentivo à participação social na fiscalização, acompanhamento e avaliação das ações e aplicação dos recursos financeiros destinados à implementação da política de saúde. Deste modo, o presente trabalho tem como objetivo geral apresentar um relato de experiência empreendido a partir de ações de extensão que vem sendo sistematicamente realizadas no controle social em saúde de Caicó/Rio Grande do Norte, nas Unidades Básicas de Saúde que possuem a atuação do Programa de Residência Multiprofissional em Atenção Básica (PRMAB) da Escola Multicampi de Ciências Médicas (EMCM) da Universidade Federal do Rio Grande do Norte (UFRN), configurando-se enquanto ações de apoio da EMCM para o fortalecimento do controle social em Caicó/RN, com vistas à criação dos Conselhos Locais de Saúde (CLS). Temos como objetivos específicos: (1) Sistematizar as ações do PRMAB na mobilização e fortalecimento do controle social em saúde em Caicó/RN; (2) Apresentar as experiências voltadas ao fortalecimento do controle social a partir das conferências de saúde municipal, estadual e nacional; (3) Analisar as ações de reconhecimento do controle social em Caicó/RN no desenvolvimento de educação e formação permanente. Tais propostas vêm sendo realizadas desde março de 2019 até o presente momento por residentes multiprofissionais em Atenção Básica, estudantes docentes em articulação com as Equipes de Saúde da Família (ESF) e Conselho Municipal de Saúde (CMS), a partir da inserção longitudinal da Universidade no contexto da atenção primária. A coleta de dados desse estudos se deu por meio da observação participante em espaços de controle social em Caicó/RN, diário de campo, realização de um diagnóstico situacional e participação nas conferências Municipal, Estadual e Nacional de saúde no ano de 2019. Os resultados foram organizados segundo a abordagem direcionada ao público alvo e a natureza das ações coletivas e de mobilização social. No tocante às experiências de controle social trabalhadas na Atenção Primária à Saúde (APS), podemos identificá-las: Salas de espera sobre o papel do conselho de saúde; mobilização para as pré-conferências e 7ª Conferência municipal de saúde; sensibilização das equipes de saúde em reuniões para atuação no Conselho Municipal de Saúde e da importância da criação dos CLS, inserção nos grupos de promoção da saúde das unidades para falar sobre a necessidade do engajamento político da população nos processos decisórios de saúde, além da nossa articulação com o CMS de Natal/RN e com Conselho Estadual de Saúde (CES) para socializar com os membros do projeto de extensão “Fortalecendo o controle social em Caicó-RN: participação popular pela garantia do direito à saúde” as experiências na implantação dos CLS da grande capital e para pensarmos coletivamente em estratégias para o fortalecimento do controle social em Caicó/RN, considerando as singularidades locais. Assim, consideramos relevante a apresentação de experiências exitosas coletivas desenvolvidas no âmbito da APS de Caicó/RN a partir da relação entre universidade, profissionais, usuários(as) e CMS como ferramentas imprescindíveis para permanente sensibilização para a necessidade de criação dos CLS.
