Resumo:The epidemiological scenario has contributed to the fact that Chronic Noncommunicable Diseases (NCDs) are becoming more common and Primary Health Care (PHC) is the level of attention considered the foundation for the effectiveness of actions and the good performance of the health system. The aim of this study was to analyze the actions of PHC in relation to access and quality of services provided to people with Systemic Arterial Hypertension (SAH), Diabetes Mellitus (DM) and obesity in the state of Rio Grande do Norte (RN). This is a descriptive, cross-sectional quantitative study of nature, produced from secondary data of public access to the External Evaluation of the 3rd cycle of the National Program for Access and Quality Improvement of Primary Care (PMAQ-AB) (2015- 2017), based on interviews with professionals from the Primary Care team (eAB) and from the Extended Family Health and Primary Care Center (NASF-AB), from the RN. Data were not analyzed using the Statistical Package for Social Sciences (SPSS) software, where they were calculated as frequencies. It was found that 99.2% of eAB assess the presence of comorbidities and cardiovascular risk factors of hypertensive users, 86% periodically perform the diabetic foot examination and only 36.3% the fundus examination. The most performed action by teams after identifying users with obesity or referral to the specialized service (89.0%). The main strategy implemented by NASF-AB for people with chronic diseases is motivation and orientation for self-care (98.2%), while for actions to promote user adherence and longitudinal care, this value is reduced to 85.0%. Conclude that the actions analyzed are satisfactory, being necessary either the support of qualifying management and teams and providers such as the conditions for periodic examinations of diabetic foot and eye fundus of people with DM, as well as fomented as NASF teams. -AB expand their health promotion actions.
