Resumo:The purpose of this intervention project is to "propose to the Universidade Federal do Rio Grande do Norte, a model for a public bidding procedure with the most benefit standard in the vacancy of the disabled people for the position of Class A teacher in the light of Good Administration”. In order to achieve the purpose, this project followed the following path: In the first part, the low index of 0.24% in the effective reservation of places for people with disabilities in the competitions of UFRN teachers between 2009 and 2016 was contextualized, being this the main problem of the project. In the second part, a review of the literature is done, culminating in the citation of the legislation and the applied jurisprudence in the reservation of vacancies for people with disabilities in public jobs in Brazil. In the third part, it presents to the institution the object of the intervention, being detailed its legal constitution of UFRN, its physical and organizational structure, culminated in the description of the sectors responsible for the elaboration and execution of the public jobs in the University. In the fourth part, the critics is presented about the model of edict currently adopted by the institution regarding the reservation of vacancies for people with disabilities, demonstrating the existence of more inclusive and beneficial ways in the adoption of vacancy. In the fifth part, the data of all the competitions for professor Class A position in all Brazilian Federal Universities in 2016 were measured and analyzed in search of the criteria for the most beneficial and legal norms adopted by the institutions, the results found were: the most beneficial rule to the Good Administration is the 20% reserve with incidence of calculation on all the vacancies of the job application, with the distribution of vacancies carried out in the descending order of notes (merit) of candidates with disabilities between knowledge areas and in the annual compensation of vacancies, respecting the rate of 20%, in the possession of the results found, was presented the model of public job for the position of Class A teacher with the most beneficial norm for people with disabilities in the light of Good Administration. In the sixth part, the complementary actions for approval were presented, implementation and follow-ups of the proposed intervention project were presented; and the more inclusive perspectives are also presented in the expansion and application of the most beneficial norm for other positions in UFRN.
