Resumo:The outsourcing of public policies is a fact present in the administration of tourism, in view of this, this work has as its general objective to analyze the perspective of public management of tourism as the outsourced production of public policies in the state Rio Grande do Norte, the consulting case of Solimar International, a company contracted by the Secretaria de Estado de Turismo – SETUR to elaborate documents aimed at developing tourism. To achieve this objective, the methodology used was based on a descriptive and qualitative research, having as a data collection element a semi-structured interview script, applied with a representative of SETUR and with the members of the tourism Councils of the Polos Agrestre-Trairi e Polo Seridó. From the results obtained, it can be concluded that SETUR does not have a specific technical team for the elaboration of the products, however, it was perceived that Solimar used professionals from the tourism sector at the state level to constitute its technical team. In addition, the perception of the members was possible to ascertain that even contributing to the development of tourism in the RN, outsourcing presents negative aspects, such as the possible distance of local reality, increase in cost and lack of emphasis on tourism in the interior of the state. Thus, it was concluded that the process of outsourcing the state tourism policy was evidenced through the hiring of Solimar International.
