However, the study revealed that the budget is still built centrally, from a budget matrix that defines the distribution of resources to the Centres and Units Specialized Academic. Thus, much of the academic community is excluded from the process. In this sense, we have to develop a participatory budget model that includes UFRN in its entirety and not only isolated centers, since the construction of the budget by way of participation should be a forum for debate and definition of the university destinations. O presente estudo objetivou analisar a prática do orçamento vivenciada pelo CERES/UFRN. Pesquisou na comunidade acadêmica a percepção e a disposição para participar da construção do orçamento do Centro. Todos são unânimes em concordar com a transparência e maior participação da comunidade na elaboração da proposta orçamentária. No entanto, o estudo revelou que o orçamento ainda é construído de forma centralizada, a partir de uma matriz orçamentária que define a distribuição dos recursos para os Centros e Unidades Acadêmicas Especializadas. Dessa forma, grande parte da comunidade acadêmica fica excluída do processo.
