Resumo:This study aimed to analyze the practice of budget experienced by CERES / UFRN. Searched the academic community perception and willingness to participate in the construction of the Centre's budget. All are unanimous in agreeing to transparency and greater community participation in the preparation of the budget proposal. However, the study revealed that the budget is still built centrally, from a budget matrix that defines the distribution of resources to the Centres and Units Specialized Academic. Thus, much of the academic community is excluded from the process. In this sense, we have to develop a participatory budget model that includes UFRN in its entirety and not only isolated centers, since the construction of the budget by way of participation should be a forum for debate and definition of the university destinations.
