The right to the Truth is related to a nation's right to knowledge about facts and data, above all,
about serious violations of human rights committed by the State under authoritarian regimes.
The research is dedicated to the study of the implementation of the Right to Memory and Truth,
as one of the six structuring axes of the 3rd National Human Rights Program (PNDH-3), in the
State of Rio Grande do Norte. What justifies its claim, what supports it and how it is being
carried out in Brazil today is the fact that the Right to Truth guarantees the non-repetition of
facts. Thus, this study aims, specifically, evaluate the implementation process of the three
guidelines referring to the Right to Memory and Truth contained in the PNDH-3; verify whether
the State promoted the investigation and public clarification of Human Rights violations
committed between 1964 and 1985; and examine whether there was an incentive to preserve
historical memory and public construction of the truth about the civil-military dictatorship.
Methodologically, considering the commitment of the current federal government in the last
Universal Periodic Review of the Human Rights Council, we take as reference the date of
institution of the PNDH-3, with a time frame until September 30, 2019. For this, the research
was carried out in two dimensions: theoretical and empirical. In the first, the conceptual
approach to human rights, the claim to the right to the truth and the role of memory in
guaranteeing the transition from an authoritarian regime to democracy is developed. The second
dimension, on the other hand, consists of fieldwork comprising documentary research and
conducting semi-structured interviews with managers, scholars, victims of the period, family
members of the dead and missing and civil society organizations. In the end, warning that there
was no installation of a State Truth Commission in Rio Grande do Norte, the research was
restricted to the UFRN, it is possible to say that the State is struggling to recover the truth about
human rights violations, perpetrated by political repression during the 1964 civil-military
regime, through a policy of memory. |

O direito à Verdade se relaciona com o direito ao conhecimento de uma nação sobre fatos e dados, sobretudo, acerca de graves violações a direitos humanos cometidos pelo Estado na vigência de regimes autoritários. A pesquisa se dedica ao estudo da implementação do Direito à Memória e à Verdade, enquanto um dos seis eixos estruturadores do 3º Programa Nacional Direitos Humanos (PNDH-3), no Estado do Rio Grande do Norte. O que justifica a sua reivindicação, o que lhe dá respaldo e como vem sendo efetivada na atualidade brasileira é o fato de o Direito à Verdade garantir a não-repetição dos fatos. Dessa forma, este estudo objetiva, especificamente, avaliar o processo de implementação das três diretrizes referentes ao Direito à Memória e à Verdade contidas no PNDH-3; verificar se o Estado promoveu a apuração e o esclarecimento público das violações de Direitos Humanos praticadas entre 1964 e 1985; e examinar se houve o incentivo à preservação da memória histórica e da construção pública da verdade sobre a ditadura civil-militar. Metodologicamente, considerando o compromisso do atual governo federal na última Revisão Periódica Universal do Conselho de Direitos Humanos, tomamos por referência a data de instituição do PNDH-3, com um recorte temporal até 30 de setembro de 2019. Para isso, a pesquisa foi realizada em duas dimensões: teórica e empírica. Na primeira, desenvolve-se a abordagem conceitual de direitos humanos, da reivindicação do direito à verdade e do papel da memória na garantia da transição de um regime autoritário para a democracia. Já a segunda dimensão, consiste no trabalho de campo que compreende pesquisa documental e a realização de entrevistas semiestruturadas com gestores, estudiosos, vítimas do período, familiares de mortos e desaparecidos e organizações da sociedade civil.
