In the municipality of Caicó/RN it also plays this unique role, serving as an entry mechanism for many young people in the local labor market. Thus, the main objective of this work was to analyze the apprenticeship contract in the city for better understanding about how this contract has been executed. This paper presents an overview of its efficiency between 2017 and 2019 in the municipality of Caicó, describing the main execution issues and their possible causes. Therefore, it was elaborated a quantitative and qualitative investigation, based on data collection of the main institutions involved with the operationalization of local apprenticeship, as well as a bibliographic revision of the thematic and studies of the legislation and pertinent jurisprudence. It was found that only a small part of the apprenticeship potential has been achieved in the municipality, due to the inexpressive labor inspection and the high rate of noncompliance of mandatory quotas by the Caicó’s employers. In this sense, it was concluded that although the apprenticeship contract is an instrument of effective inclusion in the labor market, in the municipality of Caicó it is still used far below its true potential, being required a governamental intervention to significantly expand labor inspection in the city. It is also pointed out the possibility of the local scenario is being repeated throughout the national territory, and this research may serve as a starting point for future others that aims to ascertain the efficiency of the learning program at a higher level.

O Instituto da aprendizagem talvez seja o maior instrumento de inclusão de jovens no mercado de trabalho brasileiro, estando intimamente ligado aos diversos setores da economia nacional. No município de Caicó/RN ele também desempenha esse papel singular, servindo de mecanismo de entrada para muitos jovens no mercado de trabalho local. Desta forma, o objetivo principal deste trabalho foi analisar o contrato de aprendizagem no município para fins de melhor compreensão sobre como este vem sendo cumprindo. O presente trabalho apresenta um panorama da sua eficiência entre os anos de 2017 e 2019 no município de Caicó, descrevendo os principais problemas de execução e suas possíveis causas. Para tanto, foi elaborada uma investigação quantitativa e qualitativa, a partir do levantamento de dados das principais instituições envolvidas com a operacionalização da aprendizagem local, além de uma revisão bibliográfica da temática e estudo da legislação e jurisprudência pertinente. Verificou-se que apenas uma pequena parte do potencial da aprendizagem tem sido atingida no município, em decorrência da pouca fiscalização trabalhista existente e do alto índice de descumprimento das cotas obrigatórias pelo empresariado. Nesse sentido concluiu-se que embora o contrato de aprendizagem seja um instrumento de inclusão efetiva no mercado de trabalho, no município de Caicó ele é empregado ainda de forma muito aquém do seu verdadeiro potencial, sendo necessária uma intervenção estatal no sentido de ampliar significativamente a fiscalização trabalhista no município.
