description In this present study, the purpose was establish the deep analyse about capitalist periphery from the theoretical perspective and the political action about the development. For this, decided the approach study “Cepalina” and the Dependency´s Theory in two historical periods: the first, immediate after the Second World War until the Bretton Woods´ breach of contract and the second, what followed of this moment, more specificallythe decade of 1990. The study was develop, for method of analysis based in perspective materialistic historic. This way, were rescue the emergence of these theories, from the material reality that be in base of your emergence. Putting in focus the development period in theoretical reflection like object, stand out the basic elements of music theory under-development, the theoretical “Cepalina” construction and two approaches of theory of dependency: the marxist – based in intellectual debates - and Cardoso and Faletto – that assume the single thought about dependency. When we put in evidence the period after-development, are demonstrated the changes in plans of ideas about approach study “Cepalina” and Dependency, as well as ”new” model of development that emerge as product of “new” ideias: The Model Liberal peripheral. The research adopt two mains hypothesis: 1) in development period, the Cepal had a unique role dissociating itself like a institution that take part of United Nations’ structures. However, in neoliberalism’s period of duration, its take part of real integrat of United Nations’ structures; 2) Theory of Dependency attached to the structural determinations of capitalism. Therefore, accepted that, from the one moment of development´s period, the foreign direct investment with support of military dictatorships represent the unique way for peripheral development, while in neo-liberal period, defend that was established in Washington Consensus will be the unique possibility of development for peripherical pays. Like final consideration, is possible to say that the development to research allowed increase the degree of confidence in hypothesis guided in this study.

O presente estudo tem como propósito a análise da periferia capitalista sob a perspectiva da reflexão teórica e da ação política com vistas ao desenvolvimento. Para tanto, privilegiou o estudo da abordagem cepalina e da teoria da dependência em dois períodos históricos: o primeiro, compreendendo do imediato Pós-Segunda Guerra até o declínio do acordo de Bretton Woods e o segundo, o que se seguiu a este momento, mas, especialmente a década de 1990. O estudo foi desenvolvido, valendo-se do método de análise baseado na perspectiva materialista da história. Desse modo, resgata-se a emergência dessas teorias, a partir da realidade material que está na base do seu surgimento. Ao se colocar em foco o período desenvolvimentista como objeto de reflexão teórica, destacam-se os elementos básicos da teoria do subdesenvolvimento, a construção teórica cepalina e as duas abordagens da teoria da dependência: a marxista – secundada no debate intelectual – e a de Cardoso e Faletto – que assumiu uma espécie de “pensamento único” sobre a dependência. Quando se põe em relevo o período pós-desenvolvimentista, são evidenciadas as mudanças no plano das ideias das abordagens cepalina e da dependência, bem como o “novo” modelo de desenvolvimento que emergiu como produto das “novas” ideias: o Modelo Liberal Periférico. A pesquisa adota duas hipóteses centrais: 1) no período desenvolvimentista, a Cepal desempenhou um papel ímpar distanciando-se do papel de uma instituição integrante da estrutura da Organização das Nações Unidas (ONU). Entretanto, no período de vigência do neoliberalismo, passou a se comportar como real integrante da estrutura da ONU; 2) a teoria da dependência prendeu-se às determinações estruturais do capitalismo. Por isso, aceitou que, a partir de dado momento do período desenvolvimentista, o ingresso do investimento estrangeiro direto com o respaldo de ditaduras militares constituiu-se a via única para o desenvolvimento periférico, enquanto no período neoliberal, defendeu que o que fora estabelecido no Consenso de Washington seria a possibilidade única de desenvolvimento para os países periféricos.
