| Resumo: | This research aimed to analyze the efficiency of municipal public spending in the municipalities of Rio Grande do Norte. We seek to develop an index that measures the proportion of public resources that are destinated for sustaining the administrative structure, legislative and executive, in order to observe whether municipalities with a very small population are less efficient than larger municipalities. Our study covered the state of RN from 2000 to 2012, and the results showed that it is not possible to state that smaller municipalities are always less efficient, even though Natal has always lower rates than the rest of the municipalities. It was also indicated the tendency of population concentration in the largest municipalities and a significant population loss of municipalities with less than 10,000 inhabitants. We propose to conduct this study with a regional scope to observe more municipalities over 100 thousand inhabitants, the RN only has 3. In addition to some adjustments in the legislation that deals with the fiscal issue. |
