| Resumo: | This work aims to discuss, direct and provide an information base for the creation of a charge collection model for the use of water in the Apodi-Mossoró river basin, considering volumes granted and captured, as well as the discharge of effluents. For that, a brief presentation of the environmental policy in Brazil and the economic instruments that compose it were carried out. Next, we analyzed the pattern of water resources collection already existing in Brazil and reviewed the history of environmental management and water resources in Rio Grande do Norte, as well as the Apodi-Mossoró river basin, taking into account also socioeconomic factors and physical resources of the spring and of the municipalities located in its surroundings. Finally, fundamental data were presented for the elaboration of a collection model, such as the volume of water granted and data on the price elasticity of demand in other Brazilian states. With this, it was tried to present a suggestion about the development of a model capable of providing a unitary public price of the water used in the sanitation sector, based on the launching of polluting load. |
