The analysis starts from the assumption of a system of contracting electric energy in a regulated environment is of fundamental importance for expansion of the national electrical system, as well as for a guarantee of the electricity supply, thus removing the risk of rationing due to non-attendance of Internal Supply of Electric Energy (OIEE). A methodology with a bibliographic research on the Brazilian Electricity Sector (SEB), as well as on the regulatory-institutional process, based on the legislation applied and current in the sector, with careful attention on the RCA and, therefore, on the meaning and systematization of Auctions of energy. The results point to an electricity market that is compatible with the objectives set out without a new SEB model, implemented in 2004, but points out that the continuity of the expansion of electricity generation capacity will seek redefinition of methodologies, as well as short studies And long-term, in which we intensify the need to contract renewable energy sources with the aim of complementing existing hydraulic power generation. Este trabalho objetiva analisar o Ambiente de Comercialização Regulado (ACR) a partir dos dados coletados acerca da contratação de fontes renováveis de energia (PCHs, eólica, solar e biomassa). A análise parte da suposição de que a sistemática de contratação de energia elétrica em um ambiente regulado é de fundamental importância para expansão do sistema elétrico nacional, bem como para a garantia do fornecimento de eletricidade, afastando assim o risco de racionamento em razão do não atendimento da Oferta Interna de Energia Elétrica (OIEE). A metodologia inclui uma pesquisa bibliográfica sobre o Setor Elétrico Brasileiro (SEB), bem como sobre o processo regulatório-institucional, a partir da legislação aplicada e vigente no setor, com minuciosa atenção sobre o ACR e, portanto, sobre o sentido e sistematização dos leilões de energia.
