| Resumo: | The social participation in the public expenditure’s control is very importante to enable the monitoring of public entities acts. Transparency, then, is fundamental in order to facility such participation. This is a descriptive and qualitative case study, due to the analysis of the Brazilian Intelligence Agency - ABIN, with the objective of analyzing in detail the Management Reports, from 2010 to 2017, to verify the active transparency level of its information. In view of the scarce amount of research on this issue, it is relevant to research and analyze the topic. Through the criteria used (Verifiability, Timeliness, Publicity, Clarity and Completeness), based on NBC TSP, regardind the information qualitative characteristics, it was possible to examine the ABIN’s active transparency year by year. It was found that in some years the level of transparency was unsatisfactory, but in general the ABIN has a high degree of transparency. It was verified that the Verifiability and Completeness are points to be taken care of to improve the accessibility of the information user, helping in the social control in order to reduce the existing barriers between the society and the public administration. |
