Resumo:The present work has as general objective to analyze the effectiveness index of the municipality of Parazinho-RN and its current points of improvement. In order to demonstrate the degree of effectiveness of the municipality of Parazinho during the 4 years (2015 to 2018); identify the areas of management that perform best in the municipality; and to evaluate the needs of the seven pillars of the IEGM that are not served by the municipality of Parazinho, as well as their relevance. The study uses a qualitative approach with the descriptive method, through a case study. The Data of the IEGM of the city of Parazinho-RN were collected on the electronic website of the Court of Auditors of the State of Rio Grande do Norte, the investigation was carried out based on the years 2015, 2016, 2017 and 2018. For this purpose, the data collection and interview was conducted with the accountant of the Municipality of Parazinho. It was identified that the notes obtained and their options, the municipality of Parazinho is in adequacy to the indicator in several areas, being more prominent the Environment, Planning, Protected Cities and IT Governance, areas that received in most years note C and C+, being in low level of adequacy and in adequacy to the issues scored by the TCE-RN. It concluded that the scores obtained were low due to the absence of public policies in areas of lower weighting, being: planning, environment, protected cities and governance and IT, and that the improvements were presented slowly by the process of adaptation of managers who made transition in these years, where it may have been considered a negative factor by the freezing of actions of each participatory management by the electoral processes. Thus, the main contribution of this work is satisfactory for the public administration of the municipality of Parazinho/RN and, moreover, to contribute to its municipal managers, supervisory bodies, educators and society, on the need to create mechanisms that can measure the effectiveness of municipal management. It is also expected that this research will contribute to others, which will come in the future on this subject.
