description This work aims to analyze the indicators of the transparency ranking of Brazil Transparent Scale (EBT) and Transparent Scale Brazil 360º created by the Office of the Comptroller General (CGU) and identify the indicators that affect the classification of Natal City. As secondary objective, this work brings the analysis of relevant legislation on the subject, in order to show the legal parameters that the CGU uses to organize the classification of its own ranking; to develop a comparison between its own current classification and previous ratings. The present study is justified by the importance in awakening the interest of Natal cityzens to follow up the treatment given by the Government, about the transparency official site of Natal country. It is worth mentioning the interest promoted by the author on this topic, in lectures given by professors of the graduate in accounting. The methodology regarding the goals, is a descriptive research, the procedures is a bibliographical research in books, internet site and manuals. For theoretical foundation, it was supported by the specific legal system. The survey identified the most indicators that negatively affected the classification of Natal city. During the research, it was found in the 360º EBT scale the key indicators associated with poor performance of Natal´s classification, which are attached to the main point of active transparency, more specifically with the indicators that asses the transparency concerning to the maden bids, to contracts between the entity, the public works and the daily expenses granted to the staff city hall of Natal. It is recommended to broaden and deepen the discussion on the topic of public transparency, as well as other studies relating to transparency, good practice in public governance, deployment and acceptance of the culture of transparency at all levels of the structure the city´s organizational of Natal city.

Este trabalho tem por objetivo principal analisar os indicadores do ranking da transparência da Escala Brasil Transparente (EBT) e da Escala Brasil Transparente 360º criada pela Controladoria-Geral da união (CGU) e identificar os indicadores que afetaram negativamente a classificação da cidade do Natal/RN. Como objetivo secundário tem-se a análise da legislação pertinente ao tema, com o intuito de conhecer os parâmetros legais que a CGU utiliza para ordenar a classificação em seu ranking; elaborar um comparativo entre sua classificação atual e em relação às anteriores. O presente estudo justifica-se pela importância em despertar o interesse da sociedade natalense em acompanhar o tratamento dado pelo poder público, no âmbito do portal da transparência do município de Natal/RN, aos seus munícipes. Cabe destacar o interesse despertado pelo o autor sobre este tema, nas aulas proferidas pelos professores da graduação em ciências contábeis. A metodologia quanto aos objetivos, é uma pesquisa descritiva, quanto aos procedimentos, é uma pesquisa bibliográfica, em livros, site na internet, manuais, para fundamentação teórica, amparado no ordenamento jurídico, específico. A pesquisa identificou os indicadores que mais afetaram negativamente a classificação da cidade do Natal/RN. Ao avançar na pesquisa, encontra-se na escala EBT 360º os principais indicadores associados ao mau desempenho na classificação da cidade do Natal, que estão ligados ao eixo da transparência ativa, mais especificamente com os indicadores que avaliam a transparência referente às licitações realizadas, aos contratos celebrados pelo ente, às obras públicas e às despesas com diárias concedidas ao pessoal da prefeitura.
