Resumo:The urbanization process in Brazil happened quickly and in a disordered manner, causing a lack of infrastructure for the growth of cities, thus generating the need for instruments that harmonize and guide this process. The movements for an urban reform have been highlighted since the 1980s, achieving in 1988 the standardization of the country's urban policy through the articles 182 and 183 from the Federal Constitution and, in 2001, the regulation of these articles through Law Nº 10.257, which establishes general urban policy guidelines and presents the Urban Legislation as a basic planning tool. Municipalities with less than 20,000 inhabitants are not required by law to prepare the Municipal Urban Legislation (MUL), however, when applied, it allows a balanced development, focused on fulfilling the social function of the city, sustainable development and popular participation. The main goal of this work is to propose a MUL for a small municipality that does not fit the requirements of the City Statute, applying it to the town of Upanema-RN. Besides studying the municipalities of West Potiguar, analyzing the instruments of urban policy and the actions adopted in their urban legislations. To achieve the objectives, three steps were followed: preliminary research and data collection; adequacy of the content from the urban legislation for Upanema; and elaboration of the proposal. Among the 62 municipalities that integrate the Mesoregion, only 6 have an urban legislation. It has been observed that many instruments used in these towns are applicable to Upanema due to the similarity of territory, population and economy. Then, the MUL proposal will approach guidelines for municipal urban policy; policy guidelines for economic and social development, promoting environmental balance and urban development; actions for territorial planning; presentation of urban policy instruments; and planning and management system. Then creating a proposal applicable to the needs and features of the municipality of Upanema.
