Water loss is a problem that affects water supply systems throughout world and generates
serious impacts on the water supply sector in the municipalities and calls into question the

have been identified as irregular consumption through clandestine connections, old networks,

the supply system and avoid water collapse, this study aimed to comparatively evaluate the
economic viability among the alternatives proposed for the city of Natal: to reduce the rate of
physical losses or to use new water sources through the implantation of a water main.

The amount of R $ 462,193,557.48 was obtained for the implementation of all goals for
reducing the loss indexes through a 37% adjustment with the National Civil Construction Cost
Index (INCC) and R $ 162,391,178.70 for the implementation of the pipeline considering
materials, equipment and services, based on the National System of Prices and Indices for Civil
Construction. The alternative that showed the best economic feasibility among the proposed
measures was the implementation of the pipeline, which has any less costly value than the
implementation of meeting the goals for reducing losses. However, the pipeline has fixed
operating costs, which in the long run, have reached total values to meet all loss reduction
actions. Thus, the reduction of the loss rate is the most sustainable option for the project horizon,
considering that the fulfillment of the goals established by the PMSB will provide flow rates
higher than the demanded consumption and avoid the waste of the water resource, preserving
the environment. |

A perda de água é um problema que afeta os sistemas de abastecimento de água em todo o mundo e gera impactos graves no setor de abastecimento de água dos municípios e coloca em dúvida a qualidade do trabalho e a sustentabilidade dos prestadores de serviços. No município de Natal/RN, o índice de perdas de água variou em torno de 55% na última década e as principais causas dessas perdas foram identificadas como consumo de forma irregular através de ligações clandestinas, redes antigas, além da falta de micromedição, ocasionando falta de água nas comunidades e perda anual de arrecadação do prestador de serviços. Para manter o funcionamento adequado do sistema de abastecimento e evitar o colapso hídrico, esse estudo objetivou avaliar comparativamente a viabilidade econômica entre as alternativas propostas para a cidade de Natal: reduzir o índice de perdas físicas ou utilizar novas fontes hídricas através da implantação de adutora de bacias hidrográficas subjacentes. Para atendimento das demandas, foi utilizada como alternativa proposta a implantação de uma adutora para importação de água da Bacia hidrográfica do rio Maxaranguape, que se encontra a 30 km de Natal e apresenta disponibilidade de águas superficiais suficiente, em quantidade e qualidade, para suprir as demandas atuais de Natal. Nesse contexto, o presente trabalho projetou para o alcance de 20 anos, a população e as demandas de água necessárias para a cidade de Natal, através de dois cenários distintos, um com redução de perdas conforme metas estabelecidas no Plano Municipal de Saneamento Básico (PMSB) de Natal e o outro mantendo o índice de perdas atual e importando água através do dimensionamento de uma nova adutora. Obteve-se o valor de R$ 462.193.557,48 para implantação de todas as metas de redução dos índices de perdas através de reajuste de 37% com o Índice Nacional do Custo de Construção Civil (INCC) e de R$ 162.391.178,70 para implantação da adutora considerando materiais, equipamentos e serviços, com base no Sistema Nacional de Preços e Índices para a Construção Civil. A alternativa que apresentou melhor viabilidade econômica entre as medidas propostas foi a implantação da adutora, possuindo um valor menos oneroso do que a implantação do cumprimento de metas para redução de perdas. Entretanto a adutora possui custos operacionais fixos, que a longo prazo, alcançaram os valores totais para atender todas as ações de redução de perdas.
