Resumo:The present work deals with the proposition of a system of collection, treatment and final disposal of post-consumption fluorescent lamps. The current practice of discarding bulbs predominantly exerted of this residue is the modality done directly in the trash. Unfortunately, private companies, public agencies and the general public are not aware of the adverse effects caused by inappropriate disposal and do not know how to manage such waste. Therefore, the objective of the project is to make the inert material present in the lamps be reused, as well as to minimize the possible negative impacts that the inappropriate disposal of this type of waste can cause to the environment and human health. Unfortunately, the proposed collection, treatment and disposal system will have as its legislative basis the principles and provisions established by the Constitution, having as a specific rule on waste Law 12,305 / 2010, entitled National Solid Waste Policy (PNRS). The methodology used was the method of researching legal requirements on the subject, prospecting and quantitative analysis of bulbs discarded in large scale by large generators of this type of waste, analysis of their environmental impacts and possible destinations after treatment. All the methodology was applied to the city of Natal, Rio Grande do Norte. The results and discussions showed that a system for collecting, treating and disposing of fluorescent lamps, besides being feasible, is an important instrument for the exercise of reverse logistics policy.
