description The public open spaces are elements that structure the urban fabric and need special attention, after all they theoretically serve as a stage of interaction between people in the public sphere. However, the abandonment of these areas is a recurring problem in contemporary cities, since public authorities don’t acknowledge them as key spaces within urban planning, giving the private spaces the role of these areas interactions. The lack of treatment and concern with public spaces and their understanding while a system generates serious social problems, such as the sense of insecurity, a recurring theme in the mainstream media, which is widely discussed by theorists and field experts. Amidst this issue is the district of Redinha, located in the Northern Administrative Region of the city of Natal / RN and classified as a Special Zone of Tourist Interest by the Municipal land-use planning (master plan). Being one of the first summer beaches of the Potiguar elite, between the 1950s and 1960s, the neighborhood saw its exhaustion as such from the late 1970s due to the growth of expressive urban informality combined with the implementation of social housing projects in the region through the policy implemented by the BNH at this time. The change in the patterns of land use and occupation of Redinha, with a considerable growth of fixed residences of poorer populations, replacing those of second residence, caused an abandonment by the public power, which redirected investments to other areas, weakening the neighborhood and their public spaces. Thus, this work aims to understand the open space system in the neighborhood of Redinha and propose guidelines for their articulation, in order to enhance the different forms of appropriation and use, based on their specific vocations. To reach this objective, it was necessary to study theoretical references in the proposed themes, such as Tardin (2008) and the studies carried out by the Guapá-SEL group, to support the reflections imposed within the discussion and the diagnoses needed to identify these spaces and the perception of their uses. Displaying the public open spaces in the neighborhood, the way in which they articulate themselves as a system and analyze them morphologically together with their respective surroundings, the work seeks to recognize these vocations in order to propose the articulation open space system that potentialize the different forms of appropriation already there.

Os espaços livres públicos são elementos estruturadores do tecido urbano e que necessitam de uma preocupação especial, uma vez que servem teoricamente como palco de interação entre pessoas na esfera de vida pública. Entretanto, o abandono dessas áreas é um problema recorrente dentro das cidades contemporâneas, uma vez que o poder público fecha os olhos para a necessidade de encará-los como espaços-chave dentro do planejamento urbano, entregando ao espaço privado a função de local para essas interações. A falta de tratamento e preocupação com os espaços livres públicos e do entendimento deles enquanto um sistema gera problemas sociais graves, como a sensação de insegurança, tema recorrente na grande mídia e que é amplamente discutido por teóricos e especialistas da área. Inserido nessa problemática está o bairro da Redinha, localizado na Região Administrativa Norte do município de Natal/RN e classificado como uma Zona Especial de Interesse Turístico pelo Plano Diretor Municipal. Sendo uma das primeiras praias de veraneio da elite potiguar, entre as décadas de 1950 e 1960, o bairro viu seu esgotamento como tal a partir do final da década de 1970 devido ao crescimento de expressiva informalidade urbana combinada com a implantação de projetos de habitação social na região através da política implementada pelo BNH nessa época. A alteração dos padrões de uso e ocupação do solo da Redinha, com um crescimento considerável das residências fixas de populações mais pobres em substituição as de segunda residência, ocasionaram um abandono por parte do poder público, que redirecionou investimentos para outras áreas, precarizando o bairro e seus espaços públicos. Desta forma, este trabalho vem com o objetivo de compreender o sistema de espaços livres públicos do bairro da Redinha e propor diretrizes para a sua articulação, de modo a potencializar as diferentes formas de apropriação e uso, a partir das suas vocações específicas. Para chegar a esse objetivo, foi-se necessário um estudo de referenciais teóricos nos temas propostos, como Tardin (2008) e os estudos realizados pelo grupo Guapá-SEL, para fundamentar as reflexões impostas dentro da discussão e os próprios diagnósticos necessários para identificar esses espaços e a percepção de seus usos.
