description This work approaches the social-interest housing subject, analyzed from the perspective of housing-provision policies for Brazilian traditional folks, based on the case study of the Comunidade de Remanescentes Quilombolas Moita Verde, Parnamirim / RN, which received the Programa de Urbanização Integrada, linked to the Ministério das Cidades, as a federal public policy. The latter introduces the social housing in that community, by means of construction and improvement of its units, since 2009 and still nearing completion. By considering the Quilombola people fight and their recent achievements, this work intends to contribute to the discussion about the elaboration and implementation of housing policies for this people, as it highlights the relationship between inhabiting in Moita Verde, its community-based rural characteristics, and the conflicting urban setting where it is included. The peculiarity of its socio-spatial constitution drives the interest in entering studies on the housing demands of social interest in the various socio-cultural contexts, as well as fostering the debate about the role of the architect and urbanist in the processes of (re)production of inequalities in our territories, taking into account the technical assistance as a tool for projecting means of conviviality and social development. For evaluating the process of conception and implementation of Programa de Urbanização Integrada from the point of view of its residents, the relationship between the dwelling of the Moita Verde Quilombolas and the aforementioned public policy is taken as the object of study, which is based on the analytical approach of the Regressive-Progressive method adopted by Henri Lefebvre. To this end, it was sought to rescue the political achievements of the Quilombola communities in Brazil and the specificities of the Programa de Urbanização Integrada for Moita Verde community, as well as investigating the history of the Moita Verde's formation and identifying the characteristics of its traditional inhabiting, in order to evaluate the appropriation of the habitat designed and implemented by the Municipality. Thus, this dissertation aims to contribute to the rescue of this important representation of the Brazilian heterogeneity and its reflexes in the elaboration of housing programs consistent with its achievements.

A reflexão se insere na temática de habitação de interesse social sob análise das políticas de provisão de moradias para povos tradicionais, partindo do estudo de caso da Comunidade de Remanescentes Quilombolas Moita Verde, Parnamirim/RN, a qual recebeu o Programa de Urbanização Integrada, vinculado ao Ministério das Cidades, enquanto uma política pública que introduz a habitação social no local com construções e melhorias de suas unidades, em vigor desde o ano de 2009 e ainda em fase de conclusão. A saber da luta dos quilombolas e suas recentes conquistas políticas, o estudo deste Programa, que destinou o maior recurso no estado do RN para projetos de urbanização integrada na época, busca contribuir com a discussão sobre a elaboração e efetivação de políticas habitacionais para esse grupo, à medida em que põe em evidência a relação entre o habitar em Moita Verde com suas características rurais de base comunitária e o cenário urbano conflituoso em que se insere. A peculiaridade de sua constituição socioespacial impulsiona o interesse em adentrar nos estudos sobre as demandas habitacionais de interesse social nos variados contextos socioculturais e em fomentar o debate acerca do papel do arquiteto e urbanista frente aos processos de (re)produções de desigualdades nos nossos territórios, vendo a assistência técnica como possibilidade para projeção de meios de convívio e desenvolvimento social. Ao tomar por objeto de estudo a relação entre o habitar dos quilombolas de Moita Verde e a política pública em questão, com ênfase na abordagem analítica do método Regressivo-Progressivo adotado por Henri Lefebvre, avaliou-se o processo de concepção e implementação do Programa de Urbanização Integrada a partir da percepção dos seus moradores. Para isto, buscou-se tanto resgatar as conquistas políticas habitacionais dos quilombolas no país e as especificidades do Programa para Moita Verde, quanto investigar a história de formação da comunidade e identificar as características do seu habitar tradicional para, enfim, avaliar a forma como se apropriam do habitat concebido e implementado pelo Município.
