description Many areas of knowledge have dedicated themselves to attend a recent and increasingly urgent demand for studies on natural disasters, especially from the recognition of global warming and the evidence of its effects on climatic changes. As these phenomenon and their consequences are directly related to the functioning of cities, it is important that the area of Architecture and Urbanism participate actively in these discussions, perforce marked as interdisciplinary. Putting itself in this theme, among the many possibilities of natural disasters for studying, this monograph dedicates itself specifically to the matter of flooding — once they are now causing large losses worldwide —, having as special cutout the city of Natal, Rio Grande do Norte. Is considered that the brazilian urban growth model is inducing to a disruptive urban occupation of land areas, susceptible to processes of natural instability, mostly, by populations economically underfunded and, thus, doubly marginalized. Face to this understanding, came up the questioning that guided this work: what architects and urbanists in Natal need to know to propose actions that prevent/minimize the effects of flooding in the city? Therefore, the TFG general aim is: discuss the elements that heighten Natal‘s vulnerability to flooding, so to subsidize the actions of architects and urbanists in the planning of the city. Therefore, documental analysis of disasters records was made, and readings of hydrological and geological data, and meteorological historical series, taking as methodological procedure risk interpretation systematics suggested in bibliographies plus another, made by the author. In general, it was verified that: (i) the process of adaptation and risk prevention finds to be in an early stage; (ii) the overflows are apparently more noticed than flooding, once they are more broadcasted by local media; (iii) all citizens (inhabitants and visitors), in some way, find themselves vulnerable to flooding; (iv) the answers to be traced must be implemented considering the systemic cluster of the city, and not as isolated and palliative measures. The research also showed that: (a) associated natural disasters can have a capacity to cause major damages in environmentally vulnerable places; (b) the same danger of flooding matrix can also be used to the understanding of the overflows; (c) places that are not directly affected by a risk can also be affected by the disaster effects occurring in a vulnerable place. Besides these specific issues, the monograph contributes with the area under study by materializing a general framework of reported disasters in the city of Natal and by proposing, schematically, a systematic interpretation of direct and indirect risks

Como estes fenômenos e suas consequências estão diretamente relacionados com o funcionamento das cidades, é fundamental que a área de Arquitetura e Urbanismo participe ativamente dessas discussões, necessariamente caracterizadas como interdisciplinares. Inserindo-se nessa temática, dentre as muitas possibilidades de desastres naturais a estudar, esse TFG dedica-se especificamente à questão das inundações — uma vez que atualmente estão causando imensas perdas pelo mundo —, tendo como recorte espacial a cidade de Natal, Rio Grande do Norte. Considera-se que o modelo de crescimento urbano brasileiro vem induzindo uma ocupação desordenada das cidades, induzindo o aumento da ocupação de áreas suscetíveis a processos de instabilidade natural, na maioria das vezes, por populações economicamente carentes e, portanto, duplamente marginalizadas. Frente a este entendimento, surgiu o questionamento que guiou a elaboração desse trabalho: o que os arquitetos e urbanistas de Natal precisam saber para que possam propor ações para prevenir/minimizar os efeitos das inundações na cidade? A fim de dar uma resposta inicial a essa pergunta, foi definido como objetivo geral do TFG: discutir os elementos que incrementam a vulnerabilidade de Natal a inundações, numa visão sistêmica e estratégica, a fim de subsidiar a atuação de arquitetos e urbanistas no planejamento da cidade. Para tanto, foi realizada análise documental de registros de desastres, e leituras de dados geológicos, hidrológicos e de séries históricas meteorológicas da cidade, tomando-se como procedimento metodológico sistemáticas de interpretação de riscos sugerida em bibliografias e outra, elaborada pelo autor. Em linhas gerais, verificou-se que: (i) o processo de adaptação e prevenção do risco em Natal encontra-se em estágio inicial; (ii) aparentemente os alagamentos são mais percebidos do que as inundações, sendo mais amplamente divulgados pela mídia local; (iii) todos os cidadãos (moradores e visitantes), de algum modo, estão vulneráveis às inundações; (iv) as soluções a serem traçadas devem ser implementadas considerando o conjunto sistêmico da cidade, e não como medidas isoladas e paliativas. A pesquisa mostrou, ainda, que: (a) desastres naturais associados podem ter potencial para causar maiores danos em locais ambientalmente vulneráveis; (b) a mesma matriz do perigo a inundações também pode ser utilizada paro o entendimento dos alagamentos; (c) localidades que não são afetadas diretamente por um risco também podem ser afetadas pelos efeitos de desastres ocorridos em localidade vulnerável.
