Human rights must be guaranteed to all members of the human family as the foundation of freedom, justice and world peace. However, it is known that, historically, human rights have suffered threats, which continue to the present day. Many people who are victims of this type of transgression do not find a suitable place for them to be protected in an agile and effective way. Knowing the need for a place that is a reference for people in this type of vulnerability, this work aims to propose a preliminary project for a Reference Center on Human Rights in the city of Natal / RN, through a hospitable space that helps victims in coping and overcoming violence. To this end, documentary and bibliographic research on human rights was carried out with a focus on Rio Grande do Norte and also on the role of the environment in welcoming people. Therefore, public equipment has been developed that is physically prepared to receive the demand from fragile people, to optimize processes and ensure that everyone is supported by the law, through a pleasant environment that meets the needs of its users. The proposed solution started from the concept of "hug" and resulted in a curved three-story building located on a plot in the neighborhood of Cidade Alta. This includes educational, cultural and memory spaces, as well as environments focused on solving problems for victims of violence against human rights with service to the public by a multidisciplinary team.

Todos os cidadãos do mundo carregam consigo direitos que são inerentes a condição humana, independente de sexo, raça, religião, orientação sexual, nacionalidade, etnia, idioma, ou qualquer outra condição. Os direitos humanos devem ser garantidos a todos os membros da família humana, constituindo o fundamento da liberdade, da justiça e da paz mundial. Entretanto sabe-se que, historicamente, os direitos humanos têm sofrido ameaças, que se estendem até os dias atuais. Muitas pessoas vítimas desse tipo de transgressão não encontram um lugar adequado para que possam ser protegidas de maneira ágil e eficaz. Sabendo da necessidade de um local que seja referência para as pessoas nesse tipo de vulnerabilidade, este trabalho tem como objetivo propor um anteprojeto de Centro de Referência em Direitos Humanos na cidade de Natal/RN, através de um espaço acolhedor que auxilie as vítimas no enfrentamento e superação da violência. Para isso, foram realizadas pesquisas documental e bibliográfica a respeito dos direitos humanos com enfoque no Rio Grande do Norte, bem como sobre o papel do ambiente no acolhimento das pessoas. Sendo assim, durante o processo de projeto, buscou-se desenvolver um equipamento público que esteja fisicamente preparado para receber a demanda vinda de pessoas fragilizadas, a fim de otimizar os processos e garantir que todos sejam amparados pela lei, através de um ambiente agradável e que atenda às necessidades do seu público-alvo. A solução proposta partiu do conceito de “abraço” e resultou em um edifício curvo de três pavimentos localizado em um terreno no bairro da Cidade Alta.
