Resumo:All citizens of the world carry with them rights that are inherent to the human condition, regardless of sex, race, religion, sexual orientation, nationality, ethnicity, language or any other condition. Human rights must be guaranteed to all members of the human family as the foundation of freedom, justice and world peace. However, it is known that, historically, human rights have suffered threats, which continue to the present day. Many people who are victims of this type of transgression do not find a suitable place for them to be protected in an agile and effective way. Knowing the need for a place that is a reference for people in this type of vulnerability, this work aims to propose a preliminary project for a Reference Center on Human Rights in the city of Natal / RN, through a hospitable space that helps victims in coping and overcoming violence. To this end, documentary and bibliographic research on human rights was carried out with a focus on Rio Grande do Norte and also on the role of the environment in welcoming people. Therefore, public equipment has been developed that is physically prepared to receive the demand from fragile people, to optimize processes and ensure that everyone is supported by the law, through a pleasant environment that meets the needs of its users. The proposed solution started from the concept of "hug" and resulted in a curved three-story building located on a plot in the neighborhood of Cidade Alta. This includes educational, cultural and memory spaces, as well as environments focused on solving problems for victims of violence against human rights with service to the public by a multidisciplinary team.
