Seeing the local reality, without appropriate spaces to development of these activities, it is proposed to develop the proposal of a preliminary project for a cultural center focused on fine arts in the city of Ceará-Mirim, in Rio Grande do Norte. To achieve proposed goal theoretical research was conducted on the specialty of a cultural center, besides studies of project references and analysis of the legislation and environmental conditions of the place where it will be inserted. The final proposal contemplates the precepts of an equipment of this type, with diversity of uses, imposing architecture and at the same time inviting which brings the ideal of belonging to the population that will be contemplated by it. A cultura atua como elemento de ligação entre um povo e suas raízes, e a globalização tenta homogeneizar os aspectos que diferenciam a população, com o intuito de aumentar a riqueza dos países desenvolvidos propagando uma cultura de massa. No entanto, para que não seja perdido o sentido de pertencimento é necessário que a população se aproprie do que está sendo produzido em sua região. Diante da realidade local, com a falta de espaços apropriados para a prática dessas atividades, propõe-se a elaboração deste trabalho que tem como objetivo o desenvolvimento da proposta de um anteprojeto para um centro cultural voltado para artes plásticas na cidade de Ceará-Mirim, no Rio Grande do Norte. Para alcançar o objetivo proposto foram realizadas pesquisas teóricas relativas a especialidade de um centro cultural, bem como estudos de referências projetuais e análises da legislação e condicionantes ambientais do local onde será inserido.
