Resumo:As of 2012, with the support of the Human Rights Reference Center of the Federal University of Rio Grande do Norte - CRDH/UFRN, a nucleus of the National Movement of Homeless Population in the State of Rio Grande do Norte - MNPR/RN is formed (ALMEIDA, 2015, p.109). Since its formation, the MNPR/RN has discussed the access of the homeless population to what they are entitled to (health, social protection, housing, and others), which remains difficult despite the existence of the Homeless Population National Policy, assuming the role to confront the public authorities and reporting the cases of human rights violations of the population it represents (NOBRE, AMORIM, 2019, p. 6). The Movement is present in several social control spaces, mainly in the city of Natal, one of them being the Municipal Council for Social Interest Housing - CONHABINS, which, in a study report on this population group carried out in 2018, identified a building owned by the Union, located at Silva Jardim Esplanade, nº 76, Ribeira, Natal (RN), whose possibility of assignment to the municipality for reuse as Social Interest Housing aimed to serve homeless people has become increasingly tangible and, consequently, priority for the MNPR/RN. This work is the report of the author’s performance as a supporter of MNPR/RN between October 2018 and November 2019, during which, from the perspective of technical consultancy and applying the methodology of action research (THIOLLENT, 1984, 1986), was discussed with members of the movement what was desired in terms of combating homelessness and was developed, in a participatory manner, a proposal for a Temporary Housing Service in the building identified by CONHABINS. Because of the importance of the process, in addition to the final result, the tabled research question was: how can technical consultancy be offered to MNPR/RN and its bases in the fight for housing so that this population can take ownership of the entire process? This work aimed to offer technical advice to MNPR/RN in its advances in the fight for housing in the development of a project of reuse to host the Temporary Housing Service, with the specific objectives of: (1) understanding the homelessness phenomenon inserted in the Brazilian urbanization process as a phenomenon inherent to the capitalist production of cities; (2) guaranteeing the participation of the homeless population represented by MNPR/RN from their involvement in all phases of the research; and (3) proposing an intervention in a building of heritage value aiming to reuse it to meet the needs and interests of the homeless population through their participation in the design process. As a result, there is an instrument of the fight of the MNPR/RN in the construction of exits to homelessness developed through the exchange between technical and popular knowledge, which can be used as a guideline for the development of similar public policies that respect the needs and particularities of the segment.
