The Undergraduate thesis, namely The Street Clinic Program: The Challenges of the National Policy for the Street Population in the Current Conjuncture has as its object of study the Street Clinic Program in Natal City as an expression of the contradictions of the capitalist mode of production. We present as a general objective to analyze the particularities of the Street Clinic Program and its possibilities in the context of Capital. The specific objectives are: to understand the social historical formation of the Street Population in the capitalist mode of production; analyze the neoliberal context and the creation of the Street Clinic Program; investigate the limits and possibilities of Social Work in the National Policy for Street Population. As for the methodology of this concluding work, the discussion brought here had as paradigm of social research, the Marxist dialectical perspective. Regarding the methodological procedures of the research, the option was for a bibliographic and documentary review on the theme with a quantitative and qualitative approach. Thus, the dialogue was built on the theoretical analysis of the main scholars of the area, Maria Lúcia Lopes da Silva, with their studies on the impact of the work on the Street Population in Brazil; Joseane Soares Santos, which structures the discussion on the Social Question, in order to clarify how the particularities imply the characteristics of the Street Population and how this phenomenon is not disassociated with capitalism in the world and in Brazil; Marilda Vilela Iamamoto, whose theoretical work bringslight on the work of Social Work, from its origins to the present day, exposing the conservative renewals of the profession at this juncture. With this, this study can be said that the professional performance is tensioned between the hegemony dispute of the Sanitary Reform project and the Neoliberal project. What demands from the professional the coherence and appropriation of the Political Ethical Project, aiming at expanding access to health of the homeless population, demystifying the social imaginary of health professionals regarding the particularities and vulnerabilities of this Population. |

O Trabalho de Conclusão de curso nomeadamente O Programa Consultório na Rua: Os Desafios da Política Nacional para a População em Situação de Rua na Atual Conjuntura tem como objeto de estudo o Programa Consultório na Rua em Natal como expressão das contradições do modo de produção capitalista. Apresentamos como objetivo geral analisar as particularidades do Programa Consultório na Rua e suas possibilidades no contexto do Capital. Os objetivos específicos são: entender a formação sócio histórica da População em Situação de Rua no modo de produção capitalista; analisar o contexto neoliberal e a criação do Programa Consultório na Rua e; averiguar os limites e possibilidades do Serviço Social na Política Nacional para População em Situação de Rua. Quanto a metodologia desse trabalho de conclusão, a discussão aqui trazida teve como paradigma de pesquisa social, a perspectiva dialética marxista. Quanto aos procedimentos metodológicos da pesquisa, a opção foi pela revisão bibliográfica e documental sobre a temática com a abordagem quantitativa e qualitativa. Com isso posto, o diálogo foi construído sobre a análise teórica das principais estudiosas da área, Maria Lúcia Lopes da Silva, com seus estudos sobre o impacto do trabalho sobre a População em Situação de Rua no Brasil; Joseane Soares Santos, a qual estrutura a discussão sobre a Questão Social, de forma a clarear como as particularidades implicam as características da População em Situação de Rua e como esse fenômeno não está desassociado ao capitalismo no mundo e no Brasil e; Marilda Vilela Iamamoto, cujo trabalho teórico traz luz à atuação do Serviço Social, desde suas origens aos dias atuais, expondo as renovações conservadoras da profissão nessa conjuntura. Com isso, esse estudo é possível afirmar que a atuação profissional se encontra tensionada entre a disputa de hegemonia dos projetos da Reforma Sanitária e do projeto Neoliberal.
