description The participation and social control exercised in health policy by the varied segments of Brazilian society are configured as a historical milestone for the social public policies by conquering legitimacy from the 8th Conference Health and becoming a fundamental pillar of the Unified Health System (UHS). Its implementation is established through two institutional mechanisms, they are the Health Conferences and the Health Councils, being the last one permanent and deliberative. Therefore, the present Course Conclusion Paper (CCP) proposed to critically analyze how participation and social control have been strengthened in recent years within the scope of SUS, from the identification and analysis of structural conditions of operation and training in the Rio Grande do Norte's Municipal Councils of Health (MCH), as regards the viability to exercise their duties and competences. The methodology used to conduct the study was guided through the dialectical-critical method, through the quanti-qualitative approach, exploratory and introductory, based on documentary analysis and content, relating the data collected with secondary ones, through successive approximation with the issues involving the object of study, in this case, health councils, using the following categories of analysis: democracy, social participation, social control and health policy. The results point to the extent that in relation to the composition and operating conditions of the CMS, for the most part, they are in accordance with the guidelines of the National Health Council, that is, they act in accordance with the laws and regulations governing the Health Councils, but frailties, including a demand for training. In view of this, it becomes notorious the need to resume the precepts formulated by the Brazilian Health Reform Movement (MRSB) in the fight for the right to health and life, since social participation has become an essential component for the preservation of universal right to social security policies, including health.

A participação e o controle social exercidos na política de saúde pelos diversos segmentos da sociedade brasileira configuram-se enquanto um marco histórico para as políticas públicas sociais ao conquistarem legitimidade a partir da 8ª Conferência Nacional de Saúde e tornam-se um pilar fundamental do Sistema Único de Saúde (SUS). Sua efetivação se estabelece através de dois mecanismos institucionais, são eles as Conferências de Saúde e os Conselhos de Saúde, sendo este último de caráter permanente e deliberativo. Dessa forma, o presente Trabalho de Conclusão de Curso (TCC) se propôs a analisar de forma crítica como a participação e o controle social vêm se efetivando nos últimos anos no âmbito do SUS, a partir da identificação e análise das condições estruturais de funcionamento e capacitação dos Conselhos Municipais de Saúde (CMS) do estado do Rio Grande do Norte no que compete a viabilidade do exercício de suas atribuições e competências. A metodologia utilizada para a condução do estudo orientou-se através do método dialético-crítico, através da abordagem quanti-qualitativa, de natureza exploratória e introdutória, a partir de análise documental e de conteúdo, relacionando os dados secundários coletados com os secundários, através de aproximação sucessiva com as questões que envolveram o objeto de estudo, no caso, os conselhos de saúde, utilizando-se das seguintes categorias de análise: democracia, participação social, controle social e política de saúde. Os resultados apontam para que em relação a composição e condições de funcionamento dos CMS, em sua maioria, estão de acordo com as orientações do Conselho Nacional de Saúde, ou seja, atuam de acordo com as leis e normativas que regem os Conselhos de Saúde, porém apresentam fragilidades, entre elas, uma demanda por capacitações.
