Resumo:The social phenomenon of the homeless population, since its beginning, constitutes poverty in capitalist societies. Its expansion is associated with the process of capital accumulation, and it is in this direction that social inequality is configured. Nevertheless, for the left-aside population, as citizens, is granted legal access to social policies, such as health policy. Considering this perspective, the present study aimed to analyze the Brazilian structure of social protection, in the access to public health policy by the homeless population, based on the democratic principles of the Brazilian Universal Health Care System, SUS, with the materialization of universal social rights, as the head of the offered services. To achieve these objectives, a qualitative research was carried out, with bibliographic analysis. Thus, with analysis undertaken throughout the research, it is clear that access to health as a universal social right, can only be achieved with the democratization of services, that is, offering to society without any social distinction of any kind or nature.
