Resumo:The European Union is experiencing one of the most violent humanitarian crises in the world - the refugee crisis. This study therefore proposes to make a dialectical historical analysis of its development, as an international organization, from the perspective of community integration in the post World War II, drawing contradictions on the development paradox to the present day, having the centrality at work as a focus. It also aims to uncover the modern phenomenon of xenophobia in the light of imperialist contradictions and democratic deterioration in Europe, bringing to the surface the crisis of socio-labor mobility in the 21st century in the uniqueness of capitalist sociability. Thus, in the light of the imperialist advance, we aim at punctuating the meanders of the relationship between the State and international cooperation organizations, given that within the capitalist sociability this theme does not find a bias towards overcoming, and the horizon for such is human emancipation.
