Resumo: | Process or Operational Safety concerns the prevention of accidents related to the company's production processes. Due to a series of catastrophic accidents taken place at the 80's, studies on Process Safety Management (PSM) have begun, approaching requirements for the management of risks associated to toxic, flammable or explosive chemicals. This definition has evolved to a new approach focused on the Process Safety Based on Risks which concerns facilities, employees and the environment. This management model created by CCPS was employed by Petroleum National Agency (ANP) for the preparation of the technical regulation of Operational Safety Management System (SGSO in Portuguese), containing seventeen management techniques which are the base for safe industrial operations on the oil industry. The present work applies the PDCA (Planning, Doing, Checking and Acting) method on the HSE (health, safety and environment) management system of a company that operates on a terrestrial oil production field. Focusing on the application of the sixteenth technique (change management) of ANP's SGSO, some of this works results are a new change management process flow, as well as the redaction of documents that contemplate the analysis of all kinds of changes (pattern/procedure, facilities, personnel, technology and operation). Therefore, this work presents a real contribution to the culture of Process/Operational Safety, developing better confidence from its employees on internal activity, as well as the improvement of its HSE management procedures. |
