Resumo:This work aims to understand the construction of the strategy for maintaining the National School Feeding Program (PNAE) during the pandemic in Rio Grande do Norte, through the theory of Situational Strategic Planning (PES), through interviews with professionals who work directly with the implementation of public policies in RN's DRAEs and DIRECs. Information on how the distribution of school meals was maintained after the suspension of classes due to the pandemic due to the COVID-19 virus, was collected through interviews with coordinating professionals, technicians, directors and nutritionists from the agencies responsible for the distribution of school meals. . From there, a data survey was carried out to understand how the situational strategy for maintaining the school feeding program was elaborated. We can point out as the most difficult part of PES moments, the explanatory moment, due to the fact that there are several interests involved at this time, it is necessary to understand the perspectives of all those interested, such as directors, suppliers, nutritionists, parents and students. Understanding the needs of all these actors is essential for the development of good strategies, so a good understanding of the explanatory moment ends up facilitating the operational tactical moment so that at this moment the actions will be established according to the needs described in the explanatory moment. The study showed how the strategies were developed and how the school feeding program was implemented during the pandemic period. the study also reveals that the major obstacle in the implementation of the school feeding program in this period is in the speed of the bidding process, which started to be centralized, which makes the implementation of the program more difficult and ends up generating new problems that need to be overcome.
