Resumo:Water resources are at the heart of the importance of natural resources for human development and livelihoods. This aspect has guided national and local water planning and management policies, with an emphasis on measures aimed at minimizing the degradation of water sources and water-producing regions. One that has gained prominence in the French experience, and that Brazil has incorporated, was the charging for the use of water resources, whether for capturing or disposing of effluents. However, its operationalization in the national territory does not follow homogeneously, when assessing the state contexts, being absent in some units of the federation, as is the case in Rio Grande do Norte; even though it is an instrument present in the national and state water resources policy. Thus, important water sources for public supply, such as that of the Pitimbu/RN river, are subject to problems related to degradation and environmental impacts, with limited financial resources to face them. In this context, the objective was to analyze in a propositional form the application of charging for the use of water resources in the Watershed of the Pitimbu River (WPR). A contextualization of charging was carried out in Brazil, including the federal and state legislation that legitimizes it and a bibliographic / documentary review of the situation in the basin. Faced with the problems of degradation and environmental impacts found, the charging was understood as the instrument with great potential to face the environmental problems in the basin, through the direct action of the Pitimbu River Watershed Committee (PRWC), decentralizing the management of water resources and providing an effective performance. As result, the basic steps for the implementation of the charging were presented and described, based on the decision of the PRWC. As considerations, it is understood as some of the possible results with the application of the collection in WRP: a better technical management of PRWC; greater amount of scientific studies, programs and projects; greater number of actions aimed at recovering degraded areas; and the possibility of implementing Payments for Environmental Services (PES) in the medium or long term. Its objective application financial sustainability and induction to rationality, essential points for a balanced management. The beginning of its application can provide a new paradigm in the water management of the state of RN, being a big change terms of financial collection for application in water management.
