description The research resulting from this text aims to analyze the theoretical, methodological and ideological matrixes of the Projovem Urbano Monitoring and Evaluation System, in its effectiveness in the city of Natal, Rio Grande do Norte, between 2008 and 2012. From the point of view of the method, we are guided by the approaches: historical-critical with Lukács (2003) and Saviani (2011); public policy evaluation, Stephen Ball and Richard Bowe (1992), Costa, Castanhar (2003), Mainardes (2006) and Souza (2014). This reference is associated with interlocution with discourse analysis, originally carried out by the Frenchman Michel Pêcheux (1988) and, on Brazilian soil, by Orlandi (2012), who studies this theme. In the empirical field, we focus on Projovem Urbano as a public education policy for poor segments of the Brazilian population, in a situation of social vulnerability. To understand the dynamics of this system that has been part of the program since its beginnings, in 2005, we go into the theoretical and methodological basis of the process evaluation in public policies such as social research. The evaluation, understood as social research, is compatible with Discourse Analysis - theory and methodology - which favors the understanding of discourse as a process that articulates language and history, since it carries with it the historicity of events. In view of the reflections raised both by the theoretical and methodological support as well as by the primary and secondary sources of information as well as by experiences and experiences of personal and professional life on the part of the researcher, we proposed to take as a thesis, the perspective of the Monitoring and Evaluation System ( SMA) refer to the global logic of regulation of public education policies, maintained by the Brazilian State with the primary purpose of regulating, monitoring, supervising and certifying the actions of Projovem Urbano. In this sense, in spite of setting up a procedural assessment procedure, its matrix, however, does not appropriate the literature on learning assessment nor the literature on public policies as evaluative research or social research, which refers to the cycle of public policies : formulation, implementation and evaluation. In view of what the Monitoring and Evaluation System (SMA) proposes, and in view of the general objective of this research, we define the following question: the theoretical, methodological and ideological matrices, which support the System, are aligned with the perspective of learning evaluation, the evaluation of public policies or, in them, does the State regulate the dynamics of the program? In view of the aspects analyzed, we can conclude that, despite responding to the appeals of the potential demand of young people who returned to school, it led to the reconstruction of an educational and citizenship trajectory for ascension and / or social integration, perceived by his young people members. Because they did not have their rights fully respected, they continued to face obstacles to continue studying in environments of shared social interaction with people of similar or different conditions. Thus, they felt scorned by the lack of protection and equitable social opportunities in terms of access to education and the world of qualified work. In this sense, we consider that the historical weaknesses in relation to the State's presence in dealing with people's social and civil rights, especially on the outskirts of cities, generating insecurity and skepticism regarding the expectations of youth, inscribed in Projovem Urbano.

A pesquisa da qual resulta este texto tem como objetivo analisar as matrizes teóricas, metodológicas e ideológicas do Sistema de Monitoramento e Avaliação do Projovem Urbano, em sua efetividade no município de Natal, Rio Grande do Norte, entre 2008 e 2012. Do ponto de vista do método, nos orientamos pelas abordagens: histórico-crítica com Lukács (2004) e Saviani (2011); avaliação de políticas públicas, Stephen Ball e Richard Bowe (1992), Costa, Castanhar (2003), Mainardes (2006) e Souza (2014). A esse referencial associa-se a interlocução com a análise do discurso, protagonizada, originariamente, pelo francês Michel Pêcheux (1988) e, em solo brasileiro, por Orlandi (2012), estudiosa desse tema. No campo empírico, focamos o Projovem Urbano como política pública de educação para segmentos pobres da população brasileira, em situação de vulnerabilidade social. Para compreender a dinâmica desse sistema que integrou o programa desde seus primórdios, em 2005, adentramos a fundamentação teórica e metodológica da avaliação de processo em políticas públicas como pesquisa social. Entendemos a avaliação como pesquisa social, que é compatível com a Análise do Discurso – teoria e metodologia – que favorece à compreensão do discurso como processo que articula a língua e a história, visto que, carrega consigo a historicidade dos acontecimentos. Diante das reflexões suscitadas tanto pelo aporte teórico e metodológico quanto pelas fontes de informação primárias e secundárias assim como por vivências e experiências de vida pessoal e profissional por parte do pesquisador, nos propusemos tomar como tese, a perspectiva de que o Sistema de Monitoramento e Avaliação (SMA) remeter-se à lógica global de regulação das políticas públicas de educação, mantidas pelo Estado brasileiro tendo como finalidade precípua, regular, monitorar, supervisionar e certificar as ações do Projovem Urbano. Nesse sentido, a despeito de configurar-se um procedimento de avaliação processual, sua matriz, no entanto, não se apropria da literatura de avaliação da aprendizagem tampouco da literatura de políticas públicas como pesquisa avaliativa ou pesquisa social, que se reporta ao ciclo das políticas públicas: formulação, implementação e avaliação. Em face do que se propõe o Sistema de Monitoramento e Avaliação (SMA) e, diante do objetivo geral desta pesquisa, propomos como questão: as matrizes teóricas, metodológicas e ideológicas, que embasam o Sistema, se alinham à perspectiva de avaliação da aprendizagem, da avaliação de políticas públicas ou, nelas, predomina a regulação, pelo Estado, da dinâmica do programa? Ante os aspectos analisados, podemos concluir que, na percepção de parte dos jovens integrantes do programa, respondeu aos apelos dessa demanda potencial que retornou à escola, pois, suscitou o de reconstruir uma trajetória educativa e de cidadania rumo à ascensão e/ou à integração social. Não têm seus direitos plenamente respeitados, mas, mantiveram-se firmes enfrentando obstáculos para continuarem estudando em ambientes de interação social compartilhada com pessoas de condições semelhantes ou distintas às quais viviam. Sentem-se desamparados diante da falta de proteção e de oportunidades sociais equitativas em termos de acesso à educação e ao mundo do trabalho qualificado. Nesse sentido, consideramos que ante as fragilidades históricas em relação à presença do Estado no trato com os direitos sociais e civis das pessoas, principalmente, na periferia das cidades, a juventude é tomada por insegurança e ceticismo em relação às expectativas do presente e do futuro.
