Resumo: | This master's dissertation aims to analyze the mechanisms of social control and participatory
democracy of the Municipal Health Council (MHC) of Caicó, Rio Grande do Norte, during the
idealization and operationalization of local health pre-conferences until the Municipal Health
Conference in 2019. This context is analyzed from the dimensions: autonomy, organization and
access, having as a conceptual basis social control and participatory democracy through
democratizing State action, the historical perspective, the multiplicity of subjects and the
institutional spaces for changing or maintaining the status quo of social reality. It is a descriptive
analytical research with cartographic inspiration, of a qualitative nature and of an exploratory
and descriptive character, which uses the structure of the television series as an exposure
method. The data were worked through the technique of participant observation and field diary,
in the scenarios: 1) ordinary and extraordinary meetings of the CMS, from september 2018 to
october 2019; 2) local health pre-conferences in Caicó, in the period of march to april 2019;
and 3) VII Municipal Health Conference, in april 2019. From our foray into the field of study,
three episodes were constructed that pointed out the following results, namely: 1) The
dimensions analyzed present the institutional design of the MHC with challenges for the
guarantee of autonomy, lack of organization and fragility in access; 2) The forms of
organization and participation through MHC's agency capacity to promote planning until the
execution and evaluation of local pre-conferences and incentive for the adhesion and
participation of the population of Seridó in local meetings; 3) Construction of the guiding
material for the execution of other conferences, as an incentive to participatory democracy and
assistance in planning actions, overcoming challenges and strengthening social control. The
analysis of the results of such mechanisms contributed to unveiling the difficulties of autonomy,
access and organization of the MHC, with weakened social control and the absence of
participatory democracy. |
