One of the largest public health systems in the world, Brazilian Unified Health System,
is an international reference and model for other countries that aspire to health systems
with better equity. In order to take care of all this intricate health care network, large
investments in infrastructure, technology and essentially in the management of
intellectual capital are necessary, carried out mainly through health information
systems. One of the alternatives to ensure that the population is assisted with
excellence is through the process of continuous and permanent education of health
professionals. Having an idea of the dimension of the need to improve this human
capital, in just one of the university hospitals linked to the Empresa Brasileira de
Serviços Hospitalares (EBSERH), more than 1 million procedures between medium
and high complexity are performed annually. Therefore, this study raises questions
about how it would be possible to make the management of health training more
effective, in order to enable the continuous improvement of health professionals at
Hospital Universitário Onofre Lopes (HUOL). In view of this, this work aimed to develop
a Web system in the perspective of the Scrum agile methodology, aiming at improving
the hospital's intellectual capital. The work was guided by a study of an applied nature,
having in the meantime developed a system in three stages: Planning, Development
and Evaluation. As a result, it was inferred that organizations, regardless of their size,
area of activity or segment of activity, depend, at least yet, on human knowledge and
skills to be effective and one of the viable alternatives is the promotion of a permanent
culture professional qualification, using the available technologies. Therefore, it is
concluded that the Logos! system helps HUOL to better understand its intellectual
capital and allows all users of the system to interact autonomously, saving time and
generating training indicators that support assertive decision making. |

Um dos maiores sistemas de saúde pública do mundo, o Sistema Único de Saúde brasileiro, é referência internacional e modelo para outros países que aspiram sistemas de saúde com melhor equidade. Para dar conta de toda essa intrincada rede de atenção à saúde, são necessários vultuosos investimentos em infraestrutura, tecnologia e essencialmente na gestão do capital intelectual, realizada principalmente por meio de sistemas de informação em saúde. Uma das alternativas de assegurar que a população seja assistida com excelência é por meio do processo de educação contínuo e permanente dos profissionais de saúde. Para se ter ideia da dimensão da necessidade de aprimoramento desse capital humano, apenas em um dos hospitais universitários ligados a Empresa Brasileira de Serviços Hospitalares (EBSERH), são realizados anualmente mais de 1 milhão de procedimentos entre média e alta complexidade. Assim sendo, este estudo apresenta questionamentos acerca de como seria possível tornar a gestão da capacitação em saúde mais efetiva, de modo a possibilitar o aprimoramento contínuo dos profissionais de saúde do Hospital Universitário Onofre Lopes (HUOL). À vista disso, este trabalho teve como objetivo desenvolver um sistema Web na perspectiva da metodologia ágil Scrum, visando o aprimoramento do capital intelectual do hospital. O trabalho foi guiado por um estudo de natureza aplicada, tendo este ínterim o desenvolvido de um sistema em três etapas: Planejamento, Desenvolvimento e Avaliação. Como resultado, inferiu-se que as organizações, não importam seu tamanho, área de atividade ou segmento de atuação, dependem, pelo menos ainda, do conhecimento e das habilidades humanas para serem eficazes e uma das alternativas viáveis é a promoção de uma cultura permanente de qualificação profissional, valendo-se para isso, o uso de tecnologias disponíveis.
