Resumo:This dissertation aims to reflect on how the state of public heritage is capable of denouncing the neglect and omission of memory in the city, analyzing the case of the São Pedro Building in Fortaleza. In addition, it also aims to build a document that serves as a record of the history of the first building on the most famous and most valuable waterfront in the city. I use the possible contrasts that in the capital are very strong and capable of dismembering it in several cities. For this, I analyze the strongest patrimonial issues in Brazil and in the world and I funnel the subject trying to understand the reasons for the construction of the building on the waterfront, little explored at the time of its construction in 1951. I develop a predominantly qualitative research, with a bibliographic review that has the function of understanding the relationships built with the sea over the years, until I get into the history of the old Iracema Plaza Hotel that became São Pedro Building, using in-depth interviews. In addition, it was possible to understand that the forces of real estate capital are extremely mobilizing and dictating what actually happens in the urban environment.
