description This dissertation results from a process of study in the area of social policies that has been delineated from accumulations carried out in different spaces and times of the author's academic trajectory. We conducted a qualitative bibliographical study in the context of social policies at the beginning of the 21st century, with the objective of analyzing the particularities in the treatment of social policy in the context of so-called neodevelopmentalism in Brazil, in the period from 2003 to 2014, considering the critical debate that develops within the scope of Social Work. Neodevelopmentalism is conceived as a standard of development experienced by the Brazilian State from the political and economic choices of the Lula and Dilma governments. However, there is no consensus in the Brazilian theoretical body on the conception of new developmentalism. We found, in the field of critical analysis, the reading performed by social work that is opposed to the concept; presenting elements that contribute to the analysis and understanding of the period. From the point of view of methodological procedures, we conducted a research focused on bibliographical productions, which made it possible to identify a significant set of studies on the theme, demonstrating the relevance of the theme from the scientific point of view. We found that, in the period analyzed, although there was a differentiated treatment of social policies in Brazil, so that there is not a mere continuity of the neoliberal pattern of the 1990s, there was no rupture with the founding and contradictory bases of social policy in capitalism, present in various forms and expressions throughout its history in Brazil.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES A presente dissertação resulta de um processo de estudo na área das políticas sociais que vem sendo delineado a partir de acúmulos realizados em distintos espaços e tempos da trajetória acadêmica da autora. Realizamos um estudo de natureza qualitativa bibliográfica no âmbito das políticas sociais no início do século XXI, com o objetivo de analisar as particularidades no tratamento da política social no contexto do chamado neodesenvolvimentismo no Brasil, no período de 2003 a 2014, considerando o debate crítico que se desenvolve no âmbito do Serviço Social. O neodesenvolvimentismo é concebido como um padrão de desenvolvimento experimentado pelo Estado brasileiro a partir das escolhas políticas e econômicas dos Governos Lula e Dilma. No entanto, não há consenso no corpo teórico brasileiro sobre a concepção do novo desenvolvimentismo. Encontramos, no campo de análise crítico a leitura realizada pelo Serviço Social que se contrapõe ao conceito; apresentando elementos que contribuem para a análise e compreensão do período. Do ponto de vista dos procedimentos metodológicos, realizamos uma pesquisa centrada em produções bibliográficas, o que possibilitou identificar um conjunto significativo de estudos acerca da temática, demonstrando a relevância da temática do ponto de vista científico.
