description Considering the socio-environmental issue, protected areas (PA) become a pre-condition for the socioeconomic development of contemporary society, which under the sustainability paradigm, assumes tourism as a conservation tool, considering its potential for generating economic and social benefits and appreciation of the environmental and cultural heritage. Tourism concessions in PA, as an institutional arrangement, emerge as an alternative to take advantage of this potential and to distribute benefits, which in practice presents a set of limitations as a tool for sustainable development, considering the political and institutional contexts. Assuming that concessions are developed from a neoliberal conservation perspective and its contradictions, this research aims to understand how the political and institutional context of tourism concessions in national parks in Brazil can imply in the PA tourist system vulnerabilities. Based on a theoretical-conceptual and empirical analysis, through a qualitative method approach, this research sought to answer: What does the vulnerability of the PA tourism system refer to and what are its fundamental elements and factors? What are the factors that increase vulnerabilities? What is the political, regulatory, and ideological basis that structures tourist concessions in Brazilian national parks? What are its main responses, limitations and gaps and how do these elements can be relate to the vulnerabilities of a PA tourism system? The results point that the main limitations refer to the difficulties of implementing effective actions in favor of the PA conservation and for social empowerment, as well as satisfactorily assessing the quality of services and the real environmental and social implications of public use. Such limitations are mainly due to the lack of public support that weakens institutional capacity, difficulties involved in the management and monitoring of concessions and the lack of private organizations’ commitment. In turn, these weaknesses are related to the historical, political, and institutional context of the policy’s evolution, aligned with the neoliberal conservation principles. Considering that PA tourism system vulnerability represents the condition that enhances its susceptibility to a harm as well as limits its ability to attract visitors and meet the needs of the tourism chain, including all social actors, and the environmental conservation; as a product of a set of political, institutional, economic, historical-cultural, social and environmental factors; this research points that the main factors related to the progression of vulnerability refer to these limitations which emerge from the context of conflicting agendas under a neoliberal conservation perspective.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES Diante da problemática socioambiental, as áreas naturais protegidas (ANPs) evoluem para uma condição sine qua non de desenvolvimento socioeconômico da sociedade contemporânea, que sob o paradigma da sustentabilidade, assume o turismo como um instrumento de conservação, considerando o seu potencial para a geração de benefícios econômicos e sociais e de valorização do patrimônio ambiental e cultural. As concessões turísticas em ANPs, como arranjo institucional, emergem como alternativa para o aproveitamento deste potencial e democratização dos benefícios, que desenvolvidas em diferentes contextos políticos e institucionais, na prática, apresentam uma série de limitações enquanto ferramenta para o desenvolvimento sustentável. Presumindo que as concessões se desenvolvem sob uma perspectiva de conservação ambiental neoliberal e de suas contradições, esta pesquisa busca entender como o contexto político-institucional de concessões turísticas em parques nacionais do Brasil pode inferir na vulnerabilidade do sistema turístico nas ANPs. A partir de uma análise teórica-conceitual e empírica, sob uma abordagem qualitativa de métodos, esta pesquisa buscou responder: a que se refere a vulnerabilidade do sistema turístico em ANPs e quais seus elementos e fatores fundamentais? Quais os fatores de agravamento da vulnerabilidade? Qual a base política, regulatória e ideológica que estrutura as concessões turísticas em parques nacionais do Brasil? Quais são as suas principais respostas, limitações e lacunas e como estes elementos se relacionam às vulnerabilidades do sistema turístico em ANPs? Identificou-se que as principais limitações da política se referem às dificuldades de concretizar ações em prol da conservação efetiva das UC e para o empoderamento social, assim como avaliar satisfatoriamente a qualidade dos serviços e as reais implicações ambientais e sociais do uso público. Tais limitações se devem, principalmente, pelas carências de suporte público que fragilizam a capacidade institucional, de dificuldades de gestão e monitoramento das concessões e a falta de comprometimento das organizações privadas. Por sua vez estas fragilidades se relacionam ao contexto histórico, político e institucional de evolução da política, alinhado aos princípios da conservação neoliberal. Assumindo que a vulnerabilidade do sistema turístico em ANPs representa a condição que potencializa a sua susceptibilidade à danos, bem como limita a sua capacidade em atrair visitantes e atender às necessidades da cadeia produtiva do turismo, incluindo todos os atores sociais, e da conservação ambiental; como produto de um conjunto de fatores políticos, institucionais, econômicos, histórico-culturais, sociais e ambientais; entende-se que as limitações das concessões representam fatores de agravamento das vulnerabilidades do turismo em UC, que por sua vez, é influenciada pelo contexto de conflitos das agendas políticas ambientais governamentais alinhadas à perspectiva neoliberal de conservação. 2021-01-20T17:47:40Z 2021-01-20T17:47:40Z 2020-08-28 doctoralThesis BRUMATTI, Paula Normandia Moreira.
