Pacheco (2011) emphasizes that besides teaching itself, one of the purposes of professional education through the Federal Institutes, is to act in favor of local and regional development, which in fact is already emphasized in the diagnoses made by some political actors when elaborating local and regional development policies at the state level (CAPRIGLIONE, MORETTI and NOGUEIRA, 2017). In this context, this thesis starts from the following question: What is the relationship between professional education and state planning for the development of Seridó Potiguar? This question arises from the understanding that IFRN contributes positively to the development of Seridó Potiguar, however, not always with full convergence with the objectives and purposes of local and regional development policies of state planning, represented here by the Project RN Sustainable. Therefore, our hypothesis is that these apparent partners (IFRN and RN Government) have different understandings about local development: the Federal Institute seeks to promote what is universal in this reality while state planning continues to identify only so-called “natural vocations” or potentialities of the region. Thus, the general objective of this study was to examine the relationship between the expansion and interiorization of professional and technological education and the development of Seridó Potiguar, based on the activities developed by IFRN and the actions defined in state development planning through the Project RN Sustainable. Consequently, the specific objectives were: 1) to investigate the process of interiorization of IFRN, more specifically in Seridó Potiguar; 2) to analyze the actions and specificities of the Project RN Sustainable for Seridó Potiguar; 3) to examine the relationship between IFRN activities in Seridó Potiguar and local development planning advocated in state planning guided by the Project RN Sustainable; and 4) to examine the convergences and divergences between IFRN's proposal for professional and technological education for Seridó Potiguar in relation to the proposals of the Project RN Sustainable for the same region in the areas of local development and professional education. As for the methodological construct, this research starts from the interpretative paradigm, of qualitative nature. About the objectives of the study, the research is explanatory; and as for the procedures, it is characterized by a documental and field research. Regarding the treatment and analysis of data, the content analysis proposed by Bardin (2009) was used. The results confirmed the hypothesis when they revealed that there are more divergences than convergences in the relationship between IFRN and state development planning, that is, the partnership between the Government of the RN and the IFRN is not fully effective, however, the data corroborate the importance of IFRN in the development process of Seridó Potiguar.

Considerando que a educação é um dos meios indispensáveis para o desenvolvimento de uma região, entende-se que a expansão e interiorização da educação profissional e tecnológica no Brasil, tem influenciado de alguma forma os diversos rincões do país, dentre eles, o Seridó Potiguar. Pacheco (2011) enfatiza que além do ensino em si, uma das finalidades da educação profissional por meio dos Institutos Federais, é atuar em favor do desenvolvimento local e regional, o que de fato já é ressaltado nos diagnósticos feitos por alguns atores políticos quando da elaboração das políticas de desenvolvimento local e regional em nível estadual (CAPRIGLIONE, MORETTI e NOGUEIRA, 2017). Nesse contexto, esta tese parte do seguinte questionamento: Qual a relação entre a educação profissional e o planejamento estadual para o desenvolvimento do Seridó Potiguar? Essa indagação surge da compreensão de que o IFRN contribui positivamente com o desenvolvimento do Seridó Potiguar, porém, nem sempre com plena convergência com os objetivos e finalidades das políticas de desenvolvimento local e regional do planejamento estadual, aqui representado pelo Projeto RN Sustentável. Por isso, nossa hipótese é a de que esses aparentes parceiros (IFRN e Governo do RN) tem compreensões distintas acerca do desenvolvimento local: o Instituto Federal busca promover o que existe de universal nessa realidade enquanto o planejamento estadual permanece buscando identificar apenas as chamadas “vocações naturais” ou potencialidades da região. Desse modo, o objetivo geral deste estudo foi examinar a relação existente entre a expansão e interiorização da educação profissional e tecnológica e o desenvolvimento do Seridó Potiguar, com base nas atividades desenvolvidas pelo IFRN e as ações definidas no planejamento de desenvolvimento estadual por meio do Projeto RN Sustentável. Consequentemente, os objetivos específicos foram: 1) investigar o processo de interiorização do IFRN, mais especificamente no Seridó Potiguar; 2) analisar as ações e especificidades do Projeto RN Sustentável para o Seridó Potiguar; 3) examinar a relação entre as atividades do IFRN no Seridó Potiguar e o planejamento do desenvolvimento local preconizado no planejamento estadual orientado pelo Projeto RN Sustentável; e 4) examinar as convergências e divergências entre a proposta de educação profissional e tecnológica do IFRN para o Seridó Potiguar em relação às propostas do Projeto RN Sustentável para essa mesma região nos eixos de desenvolvimento local e educação profissional. Quanto ao constructo metodológico, esta pesquisa parte do paradigma interpretativo, de natureza qualitativa. A respeito dos objetivos do estudo, a pesquisa é de caráter explicativo; e quanto aos procedimentos, caracteriza-se por uma pesquisa documental e de campo. No tocante ao tratamento e análise dos dados, foi utilizada a análise de conteúdo proposta por Bardin (2009).
