Within the scope of the Federal Institute of Education, Science and Technology of Rio Grande

scarce financial resources, there is a need to explore more efficient and personalized
alternatives to meet institutional training demands. In this context, the realization of local
improvement events in detriment of other types deserves to be mentioned, as it has the
potential to include a larger number of employees at a lower cost, since registration and hotel
fees will not be necessary. One of these alternatives is the use of the Blended learning model
as a method of boosting internal training.B-learning or Blended learning (BL) brings together
distance and classroom learning pedagogical practices to maximize the learning experience
by combining online and offline learning resources. BL has been strengthened as an active
teaching methodology applied in companies, providing interactive, dynamic and personalized
corporate training. Thus, the central question of this research is how the hybrid teaching
methodology can contribute to the enhancement of the training policy for the employees of
the IFRN. It was defined as a general objective evaluate blended learning as a methodology
applied to a training course for IFRN servers. The specific objectives were outlined as follows:
Identify the training needs of IFRN's employees; Plan and structure the training course based
on the hybrid teaching methodology; Conduct the training using the hybrid teaching
methodology; Assess the effectiveness of the model applied to the training of IFRN
employees. The methodology has objectives guided by exploratory research with a qualitative
approach, its technical procedures are based on action research and the subjects were the
employees working in the Natal-Cidade Alta campus of IFRN. To meet the proposed
objectives, the course was developed based on the training process, following these steps:
Diagnosis, Design, Implementation and Analysis. Among the main difficulties experienced in
the execution of the training, we can emphasize the difficulty of engagement of the
participants on the online moments of the course, caused both by structural issues of the
training and personal issues of the participants. At the end of the training process, even with
the difficulties encountered, it was possible to validate hybrid teaching as an important
methodological alternative for professional training, since the training carried out in this
format fulfilled its formative role for the participants, training each one of them in a
personalized way regarding a relevant and necessary concern in their work activities, meeting
their expectations of satisfaction and quality. In addition, the format used proved to be an
efficient method for the institution in its financial aspect, as it was used its own physical and
technological structure and the employees did not need to be absent from the workplace. On
a larger scale, in light of these results, it is expected that the institute will adopt the BL
methodology in the institutional capacity-building program and to the other campuses the
similar format used, thus meeting the principles of effectiveness and efficiency in public
services. |

No âmbito do Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Norte – IFRN, em meio ao cenário atual de crise econômica e contingenciamento orçamentário, no qual a escassez de recursos financeiros é cada vez maior, se faz necessária a busca por alternativas mais eficientes e personalizadas para atender às demandas institucionais de capacitação. Nesse contexto, a realização de eventos locais de aperfeiçoamento em detrimento dos demais tipos merece destaque, pois tem potencial para contemplar um maior número de servidores a um custo mais baixo, uma vez que não serão custeadas diárias, passagens e taxas de inscrição. Uma dessas alternativas é o uso do modelo de Ensino Híbrido (EH) como metodologia impulsionadora em capacitações internas. O blended learning ou Ensino Híbrido combina práticas pedagógicas do ensino presencial e do ensino a distância com o objetivo de maximizar a experiência de aprendizagem combinando recursos do ensino on-line e off-line. O EH tem se fortalecido como metodologia ativa de ensino aplicada nas empresas, proporcionando treinamentos corporativos interativos, dinâmicos e personalizados. Assim, a questão central desta pesquisa versa sobre como a metodologia de ensino híbrido pode contribuir para o aperfeiçoamento da política de capacitação dos servidores do IFRN. Definiuse como objetivo geral avaliar o ensino híbrido como metodologia aplicada a um curso de capacitação para servidores do IFRN. Os objetivos específicos foram assim delineados: identificar as necessidades de capacitação dos servidores do IFRN; planejar e estruturar o curso de capacitação baseado na metodologia de ensino híbrido; realizar capacitação utilizando a metodologia de ensino híbrido; e avaliar a efetividade do modelo aplicado à capacitação dos servidores do IFRN. A metodologia da pesquisa tem objetivos guiados pela pesquisa exploratória, de abordagem qualitativa, seus procedimentos técnicos apoiados pela pesquisa-ação e como sujeitos, os servidores do campus Natal-Cidade Alta do IFRN. Para atender aos objetivos propostos, o curso foi desenvolvido com base no processo de treinamento, seguindo as etapas: Diagnóstico, Desenho, Implementação e Análise. Entre as principais dificuldades encontradas na implementação da capacitação pode-se destacar a dificuldade de engajamento dos participantes nos momentos on-line do curso, ocasionada tanto por questões estruturais da capacitação, quanto de ordem pessoal dos participantes. Ao final do processo de capacitação, mesmo com as dificuldades encontradas, foi possível constatar que o ensino híbrido se mostrou uma alternativa metodológica importante para as capacitações profissionais, uma vez que a capacitação realizada nesse formato cumpriu o seu papel formativo junto aos participantes, capacitando-os, de maneira personalizada, acerca de uma temática relevante e necessária em suas atividades laborais, atendendo às suas expectativas de satisfação e qualidade. Além disso, o formato utilizado se mostrou um método eficiente no aspecto financeiro para a instituição, utilizando a própria estrutura física e tecnológica e sem a necessidade de afastamento do servidor do ambiente de trabalho.
