Thus, an analysis of the states of Pernambuco, Paraíba, Ceará and Rio Grande do Norte, which make up the North Axis, is carried out, in relation to the transposition of the São Francisco River, with regard to the territorial planning strategies of the Northeast region, through an assessment of the institutional dimension of the PISF and of the federative articulation of the states involved, highlighting the conjuncture of the structuring materialities of the Northern Axis. The conclusion reached is in the sense that federative cooperation between the entities involved in the transposition must imperatively advance to achieve the project's viability beyond the years previously planned, considering the current unpredictability from the institutional and financial point of view of the project, especially with regard to the challenge of articulation with other public policies expressed territorially in the municipalities, entities identified as the most vulnerable in terms of planning and management of the territory. Esta pesquisa tem por objetivo analisar o Projeto de Integração do Rio São Francisco (PISF) tomando como referência a federação brasileira e o planejamento expresso territorialmente nas materialidades da transposição, apresentando em que perspectiva o PISF se insere na lógica das três escalas institucionais da política brasileira. Assim, promove-se uma análise dos estados de Pernambuco, Paraíba, Ceará e Rio Grande do Norte, que compõem o Eixo Norte, em relação à transposição do Rio São Francisco, no que concerne às estratégias do planejamento territorial da região Nordeste, por meio de uma avaliação da dimensão institucional do PISF e da articulação federativa dos estados envolvidos, evidenciando-se a conjuntura das materialidades estruturantes do Eixo Norte. A conclusão alcançada faz-se no sentido de que a cooperação federativa entre os entes envolvidos na transposição impreterivelmente deve avançar para se alcançar a viabilidade do projeto para além dos anos anteriormente planejados, considerando a atual imprevisibilidade do ponto de vista institucional e financeiro do projeto, especialmente no que concerne ao desafio de articulação com outras políticas públicas expressas territorialmente nos municípios, entes identificados como mais vulneráveis quanto ao planejamento e gestão do território. 2020-07-03T17:12:32Z 2020-07-03T17:12:32Z 2020-03-02 masterThesis RODRIGUES, Lucas Costa.
