Resumo:The Ministry of Tourism (MTur) completed more than 15 years of activity and has implemented public tourism policies throughout the national territory. Such policies are considered long-term, however, there is little information and data on the concrete advances achieved in recent years, especially in relation to public investments. It is noteworthy that one of the most efficient ways to evaluate public intervention and promotion policies is through investments, understanding where and how public resources were applied. It became evident, as a main factor of investigation to the parliamentary interference in the ministerial budget and in the public policy actions. Therefore, the general objective is to: Analyze how the participation of parliamentarians in the use of resources from the Ministry of Tourism has interfered in the performance of tourism policy in Brazil, having as a critical line the reflection on the performance and efficiency of parliamentary amendments in tourism policy guidelines. The central thesis of the work is that there was an intense parliamentary influence in the ministry, which, in turn, created a detachment and isolation of the MTur budget with the reality of the tourism sector in the country. As a result, a vacuum has been created between the political guidelines of tourism and the application of public resources. The methodology employed turned to the qualitative and quantitative approach, as a single approach would not be able to satisfactorily answer the central research problem. The main secondary databases used were the following: the National Senate Federal Public Budget Information System (SIGABRASIL) and the Ministry of Tourism's Onlending Contracts System (SIACOR). As for the collection of primary data, semi-structured interviews were carried out with public managers, in addition to state tourism management agencies. The time frame of the research runs from 2004 to 2016, while the space of the research comprises three states, namely: Rio Grande do Norte, Rio de Janeiro and Santa Catarina. The main results of the research showed that the MTur budget does not allow to achieve the objectives outlined in the national plans, due to the direction and attention given to parliamentary demands. In addition, everything indicates that the ministry, over the years, acquired political functions to meet parliamentary demands due to the changing and cross-sectoral capacity of investments in the tourism area. In this sense, it was found that one of the main factors that lead to the inefficiency of public tourism policies is to be found in the high parliamentary intervention, which untied the budget from the political guidelines in order to promote urbanization, as well as endow the destination with diverse and / or public squares.
