description This paper aims to discuss the right of family and community life from a historical analyses of social care policies for children and teenagers who live in poverty, and the context of institutional care related to this group. Therefore, three different social care services from the same municipality have been investigated through semi-structured interviews with the professionals and participant observation. The sample collected was organized into the following categories: (1) General characteristics of the institutions, (2) Public attended, (3) Work with families, (4) Community Living and (5) Articulation with other institutions. The analysis was based on dialectical historical materialism. The units operate in the institutional shelter model, and children and adolescents received are distributed according to their age and groups of siblings. The families attended are characterized by experiencing poverty, low education, drug use, family violence, among other difficulties. Thus, the social work seeks to overcome these problems and to strengthening family ties, so the child can return to family living. The contact between kids and families is maintained, as well as the community living. Finally, the articulation with other institutions shown to be essential for the resolution of cases. The results show that, despite some difficulties perceived on the services studied, it is possible to conclude that they intend to soften the paradigm established by the Child and Adolescent Statute and the National Plan for Family and Community Living, in order to overcome the exclusionary practices of social coexistence. Improvements which can guarantee the right of family and community life are still needed.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES A partir da análise da trajetória histórica de construção das políticas sociais de atenção a crianças, adolescentes e famílias em situação de pobreza no Brasil, o presente trabalho visa discutir sobre as perspectivas de profissionais dos serviços de acolhimento institucional acerca do direito à convivência familiar e comunitária. Para tanto, foram investigadas as três unidades municipais de acolhimento de uma mesma cidade. Realizou-se entrevista semiestruturada com coordenadores e profissionais dos serviços, bem como observação participante. Os dados produzidos foram sistematizados e organizados nas seguintes categorias: (1) Características gerais das unidades, (2) Público atendido, (3) Trabalho com as famílias, (4) Convivência comunitária e (5) Articulação da rede. A análise de dados foi realizada à luz do materialismo histórico dialético. As unidades estudadas funcionam no modelo abrigo institucional, e as crianças e adolescentes acolhidos são distribuídos em função da faixa etária e dos grupos de irmãos. Já as famílias atendidas, caracterizam-se por vivenciar situação de pobreza, baixa escolaridade, uso de drogas, violência familiar, etc. Assim, o trabalho social visa a superação destas problemáticas, bem como o fortalecimento dos vínculos familiares, para possibilitar o retorno da criança à família. O contato entre acolhidos e a família de origem é mantido, bem como a convivência dos acolhidos com a comunidade. Por fim, a articulação com a rede de serviços mostra-se essencial para a resolução dos casos. Os resultados demonstram que, apesar de algumas dificuldades e limitações, os serviços estudados buscam condutas condizentes com o paradigma estabelecido no ECA e no PNCFC, visando à superação de práticas excludentes da convivência social e o respeito à legalidade.
