Featuring rules aimed at stimulating scientific development, research, scientific and technological training and innovation, Law 13,243 of January 11, 2016 – known as the Legal
Framework for Science, Technology and Innovation – impacts on Research, Development
and Innovation (RD&I) projects of Scientific, Technological and Innovation Institutions
(STI). The appropriation of the legal instrument by the Brazilian STI can lead to the
strengthening of the country’s competitiveness. It is within this legal demand that the
window of opportunity for scientific and entrepreneurial research of this work is centered.
In this direction, the objective of the study was to develop an agile management methodology, focused on the specificities of public STI, especially in terms of compliance with
institutional and legal requirements, as well as in terms of speeding up the various phases
of &I projects. Within this purpose, the following tools were studied: (1) MS Project, Artia,
Slack, Asana, Gantt Project; (2) the agile Scrum methodology; (3) the Design Thinking
creation approach and (4) the technological readiness level assessment methodology - TRL.
The effort of this scientific and entrepreneurial research generated the OPTIMUS, an
Innovation Management Methodology focused on the optimization of R&D&I projects
for public STI. Besides monitoring compliance with STI requirements, in the phases of (i)
basic and applied research; (ii) technological development and (iii) innovation, OPTIMUS
informs TRL of RD&I projects, which can be configured in mitigation of investment risks.
In order to validate OPTIMUS, the minimally viable product – MVP of the tool of the
same name – was used under simulation in the SPACEVANT research project of Barreira
do Inferno Launch Center (CLBI). The analysis of the validation data showed that the
use of OPTIMUS offers speed of processing and simplification of internal procedures. |

Com dispositivos voltados ao estímulo ao desenvolvimento científico, à pesquisa, à capacitação científica e tecnológica e à inovação, a Lei 13.243 de 11 de janeiro de 2016 – conhecida como Marco Legal de Ciência, Tecnologia e Inovação – impacta nos projetos de Pesquisa, Desenvolvimento e Inovação (PD&I) de Instituições Científicas, Tecnológicas e de Inovação (ICT). A apropriação do instrumento legal pelas ICT brasileiras pode se traduzir em fortalecimento da competitividade do país. É dentro dessa demanda legal que está centrada a janela de oportunidade da pesquisa científico-empreendedora deste trabalho. Nessa direção, foi objetivo do estudo desenvolver uma metodologia de gestão ágil, voltada às especificidades de ICT públicas, em especial no que tange a conformidade com requisitos institucionais e legais, bem como no que viabiliza celeridade nas diversas fases dos projetos de PD&I. O esforço da pesquisa científico-empreendedora gerou a OPTIMUS, uma Metodologia de Gestão da Inovação voltada à otimização de projetos de PD&I para ICT públicas.
