| Resumo: | In the last decades, the theme of social participation in the area of Public Sports
Policy has been gaining relevance in studies, research, technical and political reports
and in the political and civic agenda of the country. With the Federal Constitution of
1988, the councils become in this scenario a new space, where State and society
deliberate guidelines for the elaboration of public policies. Yet, there are still some
obstacles that block the action of these mechanisms. The research proposes to
analyze the Rio Grande do Norte State Sports Council, about your operation, your
organization and the way in which the population participates in the Public Sports and
Leisure Policies of the State of Rio Grande from north. The collegiate has all the
normative structure, and its creation, is based on the State Law nº 7.133 of
01/13/1998. This work has the purpose to present the results of the research on the
effectiveness and functioning of the Rio Grande do Norte State Sports Council,
utilized as an arena for dialogue with society and is fulfilling its role in the advisory,
normative and deliberative. As a Working Methodology, research is qualitative, using
the inductive method, and can conclude from the theoretical research that, despite
the existence of this space, there is no information about the functioning of the
council, and if its actions are concretized as instances deliberative It is known that the
legal and effective existence of the collegiate is a key piece for the construction of
State Sports State Policy, which does not yet exist. There is a need to deepen
research on how it works and how counselors receive the demands - whether there is
social participation in the guidelines and decisions. The study contributes to the
discussions on the relations between State, councils and society. |
