Cultural policies are at the center of discussions about access and production of culture,
reinforcing the importance of their contact for human and social enrichment. In this sense, the
research is based on this relevant area of knowledge with the objective of entering into its
aspects of building distance or approach environments for the population in general, based on
the cultural promotion of cultural actions and productions that fit within this field. For this
purpose, it was necessary to understand cultural policies as a heterogeneous field of struggles
and disputes and to resort to the contributions of anthropology, sociology, and cultural policies
themselves, which represent one of the main means of access to cultural activities. Therefore,
it will reconstitute the way they are developed and executed in the studied area, representing
the collection of important elements to understand the disputes and discourses of the actors
and agents present in the cultural field, as well as to understand how they are directing the
actions in this sector, intensifying ways to strengthen or weaken social relations present in this
universe. The work then seeks to reflect on cultural policy and its capacity to create
environments of inclusion or exclusion, based on the appreciation or not of local aspects. In
this way, we used the experiences of the city of São Miguel do Gostoso, in the state of Rio
Grande do Norte, and more specifically, the event Gostoso's Cinema Show, as an instrument
for understanding cultural production and the cultural practices linked in a movement for
cultural insertion of the individuals, being able to propitiate social, economic and cultural
development. For this, a bibliographical survey was first carried out. The methodology used
was predominantly qualitative, with an ethnographic inspiration approach, with participant
observation, use of structured interviews, and audio-visual records, seeking to highlight the
actors and agents in this field. It can be concluded that the construction of inclusive cultural
environments is based fundamentally on the promotion of policies that contemplate the daily
dynamics already established by intertwining to the identity and recognition aspects, be they
individual or collective. |

As políticas culturais estão no centro das discussões sobre o acesso e produção de cultura, reforçando a importância de seu contato para o enriquecimento humano e social. Nesse sentido, a pesquisa sustenta-se nessa relevante área do conhecimento com o objetivo de adentrar em seus aspectos de construção de ambientes de afastamento, ou aproximação à população em geral, com base na promoção cultural de ações e produções culturais que se inserem dentro desse campo. Foi necessário, para tanto, compreender as políticas culturais como um campo heterogêneo de lutas e disputas e recorrer das contribuições da antropologia, sociologia e das próprias políticas culturais as quais representam um dos principais meios de acesso a atividades culturais. Por isso, se reconstituirá a forma como estas são desenvolvidas e executadas no local estudado, representando o levantamento de elementos importantes para entender as disputas e os discursos dos atores e agentes existentes no campo cultural, assim como perceber como estes vêm direcionando as ações nesse setor, intensificando formas de fortalecer ou enfraquecer relações sociais presentes nesse universo. O trabalho, então, procura refletir sobre a política cultural e sua capacidade de constituir ambientes de inclusão ou exclusão, com base na valorização, ou não, dos aspectos locais. Desta forma, recorreu-se das experiências da cidade de São Miguel do Gostoso, no Rio Grande do Norte, e mais especificamente, do evento Mostra de Cinema de Gostoso, como instrumento de compreensão da produção cultural e de práticas culturais vinculadas num movimento para a inserção cultural dos indivíduos, podendo propiciar o desenvolvimento social, econômico e cultural. Para isso, primeiramente foi realizado um levantamento bibliográfico. A metodologia utilizada foi predominantemente qualitativa, com abordagem de inspiração etnográfica, com observação participante, utilização de entrevistas estruturadas e registros audiovisuais procurando evidenciar os atores e agentes desse campo.
