Resumo:The present study was developed within the scope of the Education Observatory Program, approved by public notice 2012 – Project number 15756 of the Coordination for the Improvement of Higher Level Personnel (CAPES), being titled as “Avaliation of Articulated Action Plan: a survey in the cities of Rio Grande do Norte, Pará and Minas Gerais, in the period from 2007 to 2012. In this research, it has been studied, specifically, the implications of the Articulated Action Plans for development of the Riachuelo’s City Educational Council. The research is based on the critical theory and adopts qualitative approach, assuming the contradiction as the analysis category underlying the survey. For the data collection we utilize the technique of semi-structured interview whose were analyzed through contents analysis. . We also resorted to documental sources. Thus, we have analyzed the law who created the City Education Council (CME) of Riachuelo and ordinance of updating of representation of CME. The undertaken analysis allows us to conclude that the CME analyzed shows fragilities, for example, a lack of systematic meetings, the absence of normalization, guidelines and internal regulations, and others aspects that jeopardize the appropriate operation of the council. Nevertheless , the search also allowed to identify that there was some changes in the CME’s operation after the implementation of PAR in the city, which contributed, although shyly, to the educational improvement. Therefore, the CME of Riachuelo needs deep and fast changes in its operation in the perspective of democratic management in order to become a effectively instrument of decision making, with autonomy and satisfactory involvement of all the civil society.
