There is a large literature that indicates that the condition of women in the labor market is still
inserted in a context with discriminatory roots, but some gaps are found, especially regarding
the applicability of the estimates on the eligibility to retirement of the General Social Security
Regime ( RGPS), which is earned in a contributory manner during their formal working
hours. Given this, the objective is to analyze the gender differentials in the Brazilian labor
market, also classified by race / color, region of domicile, type of home arrangement and
education. Additionally, the results on the social security context are applied to demonstrate
how relevant the differences found are for social security policies, but also for other issues. To
this end, the National Continuous Household Sample Survey (PNADC) of the Brazilian
Institute of Geography and Statistics (IBGE), 2016 and 2017, is used as a database, and the
multistate living table as a methodological procedure to estimate the probabilities of
population transitions in the workforce between formal, informal and non-formal
employment, as well as the expected average life expectancy in each of these states, excluding
civil servants, the military and the rural population. Estimates are also extended to the
population segregated by the target socioeconomic and demographic issues, so as to aggravate
gender inequality. The results confirm the hypothesis that women still face greater difficulties
than men in access and permanence in the labor market, especially in the formal one. Men and
women live on average 20 and 13 years, respectively, formally employed from the age of 20:
a differential of 7 years. The situation worsens when women are less educated (e(20) formal =
7.2); and/or reside in the North, Northeast, or Midwest (e(20) formal = 10.1); and / or reside at
home with at least one child under the age of 12 and / or an elderly person aged 80 and over,
with or without a spouse, but mainly with the same (e(20) formal = 10, 6); and/or are selfdeclared black, brown or indigenous (e(20) formal = 10.9). Consequently, the granting of the
retirement benefit is more distant for women than for men, mainly due to the reduction of the
rights already granted to them, such as the differential of retiring five years earlier than men,
still necessary and insufficient. Thus, the results indicate the need for formal labor market
insertion policies for young people, especially for young women, and for encouraging the
contribution to the social security system of people in informal jobs. Moreover, considering
that education is the factor that is most positively associated with the formal labor market,
there is a need for investment in higher education. Finally, there was a lack of greater support
from the State to provide social justice through policies to reduce gender inequalities, both in
the family and in the private sphere, especially in current times of change in social and family
organization. |

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) Ampla é a bibliografia que indica que a condição das mulheres no mercado de trabalho ainda é inserida em um contexto com raízes discriminatórias, mas se encontram algumas lacunas, especialmente, quanto à aplicabilidade das estimativas sobre a elegibilidade à aposentadoria do Regime Geral de Previdência Social (RGPS), que é obtida de forma contributiva durante seu período laboral formal. Diante disto, objetiva-se analisar os diferenciais de gênero no mercado de trabalho brasileiro, classificados também por raça/cor, região de domicílio, tipo de arranjo domiciliar e escolaridade. Adicionalmente, aplicam-se os resultados sobre o contexto previdenciário, a fim de demonstrar o quanto os diferenciais encontrados são relevantes para políticas públicas previdenciárias, mas também para outras questões. Para tanto, utiliza-se como base de dados a Pesquisa Nacional por Amostra de Domicílios Contínua (PNADC) do Instituto Brasileiro de Geografia e Estatística (IBGE), de 2016 e 2017, e a tábua de vida multiestado como procedimento metodológico, para estimar as probabilidades de transições da população na força de trabalho entre o emprego formal, informal e fora destes, bem como o tempo médio de vida esperado em cada um desses estados, excluindo-se os servidores públicos, militares e a população rural. Estendem-se, ainda, as estimativas à população segregada pelas questões socioeconômicas e demográficas alvos do objetivo, para que se possa verificar agravantes sobre a desigualdade de gênero. Os resultados confirmam a hipótese de que as mulheres ainda enfrentam maiores dificuldades do que os homens ao acesso e permanência no mercado de trabalho, principalmente, no formal. Os homens e mulheres vivem em média 20 e 13 anos, respectivamente, empregados formalmente a partir dos 20 anos de idade: um diferencial de 7 anos. A situação se agrava quando as mulheres são menos escolarizadas (e(20) formal = 7,2); e/ou residem nas regiões Norte, Nordeste ou Centro-Oeste (e(20) formal = 10,1); e/ou residem em domicílio com pelo menos um filho menor de 12 anos de idade e/ou um idoso com 80 anos de idade ou mais, com ou sem a presença de cônjuge, mas principalmente com o mesmo (e(20) formal = 10,6); e/ou são autodeclaradas pretas, pardas ou indígenas (e(20) formal = 10,9). Consequentemente, a concessão do benefício de aposentadoria se apresenta mais distante para as mulheres do que para os homens, principalmente, diante da redução dos direitos já garantidos às mesmas como, por exemplo, o diferencial de se aposentar cinco anos mais cedo que os homens, ainda necessário e insuficiente. Logo, os resultados indicam a necessidade de políticas de inserção no mercado de trabalho formal para jovens, especialmente, para mulheres jovens, e de incentivo à contribuição ao sistema previdenciário das pessoas inseridas em empregos informais. Ademais, considerando que a escolaridade é o fator que mais se associa positivamente ao mercado de trabalho formal, há a necessidade de investimento em educação superior.
